US agent Devine and Canadian intelligence operative Terry are on the trail of Carrillo, who has hooked up with Axis provocateurs. These "enemies of democracy" try to come up with a crew for a Japanese ship that is docked in San Francisco. Their plan is to make a getaway from the harbor and wreak havoc on West Coast shipping. Terry helps break up this operation and also falls for Hervey, a cafe singer and the stepdaughter of Carrillo.
