Filmed by Hong Kong producers in the Philippines, ULTRACOP 2000 takes a standard cops-vs.-drug gang plot and adds a pair of battling aliens to create an utterly wretched no-budget thriller that wastes the considerable talents of female fighting star Yukari Oshima (billed here as Cynthia Luster). Koda, a criminal from Mars, flies to Earth with a Universal Policeman in hot pursuit. Their battle on earth becomes intertwined with a war between Filipino police and various gangs dealing in drugs and firearms. Tony and Betty (Yukari Oshima) are the lead cops and have been ordered to infiltrate and wipe out the Black Dragons. Betty and other police officers witness the Martians fight and fly away, but can't convince Tony or their boss to believe what they saw. Koda seeks to suck out the life force from his human victims. At one point he attacks a gay man who has AIDS and sucks out his energy, but the gay man seems unharmed and is hospitalized and questioned by the police, most of whom panic when they learn the man has AIDS. Koda seeks to take over the criminal gangs and turn the members into zombies. The police raid a meeting between two gangs in a giant warehouse which also draws the two Martians. The Universal Policeman is badly wounded but gives his power sword to Betty to use in her pursuit of Koda. Betty and Tony track Koda to an abandoned building where he is holed up with his zombie gang. After a lengthy battle, the Universal Policeman revives long enough to take the sword from Betty and plunge it into Koda with enough force to cause an explosion which blows them both up. Easily the worst of Tai Seng Video Marketing's bargain line of low-budget HK crime thrillers dumped on the US market in 1998, ULTRACOP 2000 injects science fiction elements into a standard police thriller, borrowing heavily from the Dolph Lundgren Hollywood vehicle I COME IN PEACE (1990). Shot entirely in the Philippines in 1993 with a largely Filipino cast and crew, all production values are bottom-of-the-barrel, but worst of all is the astoundingly crude homophobic humor aimed at gay men and AIDS victims.
