Cushing heads a group of scientists who discover a serum that could bring an end to typhus and bubonic plague, but the government won't let them release their discovery because of the chance of the information getting into enemy hands and leading to germ warfare. But assistant Britton's frustration leads him to attempt publication through Pleasence, a rather shady underground figure. Cushing intercepts Britton's plot in the nick of time, persuading the young scientist to help police investigators uncover Pleasence. This film was shot in just 17 days on a deliberately low budget. The result isn't bad. At times it is highly crafted, and the careful planning behind the production comes through well. However, the rapid shoot and low budget occasionally give this the look of a made-for-television film, and despite the tautness of the direction, the story is merely a routine thriller.
