Fed up with the raising crime in Miami, the police chief and the leading members of the city council hire a former Miami gangster, gone straight, to help eliminate the biggest crime syndicate in the city.

A documentary-styled crime melodrama with Sullivan as an ex-gangster who is hired by a citizen's committee to compile evidence against Miami crime boss Adler. There have already been two gang killings and the people want to put an end to the violence and vice. Sullivan masquerades as a rival Cuban gangster to get the goods on Adler and solve his own son's kidnaping. Apparently this film was inspired by the US Senate's crime investigations of the time. An introduction by Florida senator George Smathers lends credibility to the gritty story.
