Esmond discovers a secret report written by her architect son, Watling, which indicates that there's corruption within the city government. A typhoid epidemic proves her theory that bribes have been passed to cover defective draining systems, and Esmond's daughter, Marsh, nearly dies of the disease herself. Though the film certainly means well, this is no ENEMY OF THE PEOPLE. The acting simply doesn't cut it, with results quickly growing tedious and predictable.
