Arliss plays the clever sultan of Rungay, a small fictional Eastern country with a harbor desired by both England and Japan. He plays one country against the other and signs cash agreements with each--both countries thinking they have walked off with an outstanding deal. A subplot involves the sultan's son's affair with the wife of a crooked British official.
