Based on a book by FBI Director J. Edgar Hoover, the film looks at the seedy side of parole, showing how people with the right political connections can get anyone out of prison. A crooked lawyer controls the chairman of the parole board, but his stoolie is caught by the FBI. Most of the story is based on facts, with a few additions for dramatic flair.
