In BULLETPROOF Busey plays individualistic LA cop Frank "Bulletproof" McBain, so called because he's pulled 37 bullets out of himself over the years. An ex-CIA agent who retired after his partner was shot, Busey now brings his expertise to the streets, where he shoots up would-be arms dealers. At a secret Pentagon briefing, it's revealed that a multinational terrorist group, The People's Liberation Army, has established a base just across the Mexican border, and a raid against the group is staged with a top-secret assault vehicle, Thunderblast, headed by Busey's former girlfriend, Fluegel. The raid goes awry, Fleugel and others are taken prisoner by terrorists, and Busey (of course) comes to her rescue. Director Carver, who was responsible for the Norris films AN EYE FOR AN EYE and LONE WOLF McQUADE, here shows little flair for action sequences, allowing the picture to flail around from scene to scene. Busey is no better. He has demonstrated that he can play volatile, daredevil characters (as in LETHAL WEAPON), but here all he can muster are sheepish, embarrassed looks at the camera while everyone concerned gets buried alive in a wash of shoddy sets, one-dimensional characters, and implausible plot twists.
