U.S. Transportation Secretary Norman Mineta chided Britney Spears on Monday, calling her "irresponsible" for hooking up with K.Fed driving with her baby son on her lap in paparazzi pics that surfaced last week. "No matter who you are, there's absolutely no excuse for this display," Mineta said at an event, where he also announced a $25 million federal initiative to pass and enforce tougher booster-seat laws.
