A boat filled with convict refugees heads toward an island where the convicts can obtain sanctuary. Along the way they come across Sebastian, who has just jumped a yacht after shooting a man. She is offered the opportunity to stay at the island but first must obtain $5000. Her means of obtaining this amount are not very pleasant. At the last moment the captain decides that he doesn't want to subject Sebastian to this type of treatment and turns the boat around. Sebastian didn't kill the man, so she's allowed to go free. But the rest of the passengers are a welcome sight to the U.S. government.
