Though the film is supposed to be satirical, it's actually too real to qualify. The muddled plot doesn't help either. Smith is hired by the government to wipe out some Hawaiian gangsters. The title refers both to the number of mobsters he is supposed to kill and to the $7 million dollars he'll collect if he succeeds. The movie has lots of violence, as Smith kills mobsters in large numbers. Leigh and Kiger provide distraction when he is not wiping out villains.
