This is an overlong, confusing, and ultimately dull tale of espionage in Cairo during WW II. Hoven is a German playboy who becomes Rommel's head spy. Robertson-Justice is the British counter-intelligence captain who captures Hoven in time to save a Jewish girl who works for the underground, then prevents the Desert Fox from winning the Battle of Algiers.
