In this crime drama, smugglers use hasty international marriages to ply their trade. They are pursued by a mercenary cop. A reporter also looks to expose them.

The criminals referred to in the title are smugglers who are using quickie border marriages as their cover. Quigley is on their trail as a hired cop, while Keith is also digging up facts for the press. Quigley meets up with the energetic Hayworth south of the border as she performs an eye-opening dance number. A stock drama which isn't short of thrills.
