An examination of the economic strides that Peru's poor have made due to the adoption of lessons Peruvian economist and property-rights activist Hernando de Soto learned in Switzerland, where he grew up. Through the efforts of de Soto and his Institute for Liberty and Democracy, Peru adopted policies that enabled the poor to own the land they worked and to bring previously extralegal businesses into the formal economy.
