Felmy is a Scotland Yard inspector assigned to a very unusual case: a group of hooded vigilantes have taken it upon themselves to try to convict members of London's underworld in their own kangaroo court. Felmy is more interested in solving another crime, however. There is a sex maniac on the loose who decapitates women. One of his victims includes Felmy's sister, so personal vengeance drives Felmy to solve these murders. His fiancee, Perschy, agrees to be bait for the killer; she is abducted by Borsche, a crazed surgeon. He prepares to experiment on her when the vigilantes burst in and take him away. He is put on trial, but the proceedings are interrupted by undercover agents who shoot the hooded judge. The face cover is removed, revealing the dead man to be none other than Felmy. Though it has an interesting premise, this film is far too confusing to follow. The ending itself is highly predictable.
