Wazaki, a student of the Kodokan judo methods, saves Katsura from a dynamite explosion and discovers she is the daughter of Kawazu, chief martial arts adviser to the Tokyo police. Wazaki shows instructor Hirai his new throw, but the master disapproves of it, saying the throw could be dangerous and lethal. The budding romance between Katsura and Wazaki is threatened by Uchida, a leading jujitsu expert who also wants Kawazu's job. He kills the next in line to the job but problems occur when Hirai is then appointed next in line. The film ends with Wazaki and Uchida fighting a duel, a symbolic clash between two schools of martial arts. Wazaki wins both the combat and Katsura.
