A Paris hobo decides that jail would be a nice place to spend the upcoming cold winter. He keeps trying to create trouble but fails to get arrested. A friend teaches him the fine art of stealing purebred dogs and getting them back to the owners for a reward. Then he decides to spend his winter at his dream spot, the Riviera, but first must figure out how to get out of trouble, since another friend has exposed his scheme.
