But when the case is brought to court, it seems Tanner may have been more affected by the war than his discharge stated. Lupo and Bernard find that the pieces start to fit when Franklin's memos from the Bush Administration are leaked.

While the detectives scan the several protestor suspects, Lieutenant Anita Van Buren gets more bad news and ADA Connie Rubirosa faces a moral dilemma causing tension among the team.

Closed circuit TV reveals that the killers were two young teenage boys, who they learned were trained as assassins by the cartel. Although there is little doubt the boys were the killers, the DAs office want to go after Eddie Blanco, their controller and the man who ordered the hit.

The driver of a minivan chauffeuring several children including her own started acting oddly and drove down the wrong way on an major roadway causing the accident. The autopsy reveals she had alcohol in her system but everyone who knew her swears up and down that she rarely drank. Further testing reveals that she had a prescription drug in her system that had been put in her allergy nasal spray. When they look into it further, they realize that the driver worked for the company that manufactured the drug found in her system. Someone at the company clearly spiked her nasal spray.

Van Buren attends a funeral when a former colleague's wife dies.

Moot has left very few clues in his blog and the the Department of Education will not provide information on students. Cutter tries to get subpoena power from a grand jury, but they turn him down flat. It's only when they learn about so-called 'rubber rooms' - offices where teachers who have been removed from the classroom for alleged misconduct spend their days - that they realize they've been on the wrong track.
