But when they reexamine what happened, they believe the wife was the target and the husband was just at the wrong place at the wrong time. They learn the woman is a staunch feminist and she's battling a Muslim over women's rights. They try to find the guy and learn he's an American who converted. When they arrest him, the guy is very difficult, going so far as to defend himself. Jack tries to find out why he did it.

They follow a lead on the shooter and arrest him - a young black man. When questioned why he did. He says it's because he's irate at the police for messing up the investigation into his brother's shooting. Green decide to look into it and learns that there were a few oversights made or the evidence is no longer there. When the shooter's lawyer decide to mount a defense on the botched investigation, McCoy tries to make sure that it wasn't botched. So they have the body exhumed so another autopsy could be done but the body is not in the casket. So they turn to the medical examiner who did the original autopsy but she's not exactly forthcoming.
