But the investigation leads to her husband whom she is divorcing and she is also planning to force him to sell his business. When they clear her husband, they shift their attention towards his partner who stood to lose if the business is sold. They learn he was with her in the park. When questioned he claims he was with her but he left to get help when some Puerto Ricans were coming at them. He is charged and placed on trial. During the trial a Puerto Rican who was arrested on another charge claims he has information. McCoy questions him and places him on the stand. Briscoe claims what he said was not he said when he was first questioned. He then admits that he knows someone who can verify what he said. The man says that it was a Hispanic boy who killed the woman. They arrest and put him on trial. His defense lawyer claims the boy was just caught up in the moment of the Day's festivities.

Detectives Lenny Briscoe and Ed Green investigate the death of a Chinese restaurant owner who was delivering a take-out order. The delivery was to a basement apartment where a homeless man frequently slept at the bottom of the stairs. They track him down and, while he's a suspect, he tells the police that several teenagers had hassled him the night the delivery man was killed. The detectives learned that one of the teens had a key to the apartment, a key they trace to Mitch Regan and several of his friends who had been using the vacant apartment as a place to hang out. The teens had ordered the Chinese food with no intention of ever paying. McCoy wants to seek the death penalty against Regan, the only teen who has reached the age of majority (18). DA Nora Lewin, uncomfortable that the defendant is barely 18 years old, has a major decision to make.

They learn that she wanted out which is why they tried to kill her. The basketball player implicates the drug dealer. The dealer then claims the player wanted her dead because he's the father of her baby and didn't want to be liable for child support.

The police find that Morris visited Randall Wylie, who has a case before Judge Karlin, in jail not long before the shooting. Judge Karlin rejected a plea bargain the DA and Wylie had agreed to, and it looks like he may have hired Morris to make the hit.

With good reason as it turns out that the intended victim was in fact some who drove the same color car, investigative journalist Kate Pierce. It leads them to the inept hit man Marty Blatt who claims he was hired by a hood Albert Bennato. He also says the hit was about vote rigging in a State Senate race. It just so happens that Bennato's one-time lawyer was State Senator Anne Benton and suddenly McCoy has a very political case on his hands.
