Briscoe and Green investigate a shooting rampage in Central Park, where all 15 of the victims were female college students. Using the serial number of the gun they've recovered, they track down the owner, Dennis Trope. But when the judge dismisses most of their evidence, Jack McCoy has few options left to prosecute the case. When he learns that the gun can be turned into an automatic weapon using an inexpensive kit that can be bought at a gun show, he decides to go after the gun manufacturer. Despite evidence that the gun manufacturer knew that most sales of the gun were due to the ease of conversion, it's obvious McCoy will have a hard time getting a conviction.

Detectives Lennie Briscoe and Ed Green investigate the murder of a young boy, Aaron Polanski, who was found on a construction site with his trousers pulled down around his ankles and a AAA battery in his mouth. The medical examiner determines the boy died from a blow to the head but was not sexually assaulted. The police find two eyewitnesses to the crime, Tara Padden and Jenny Brandt - 13 and 10 years-old - but they soon begin to suspect they are lying. In fact, they come to believe they likely lured Aaron and killed him. Jenny seems to be the one who actually did the killing and after reviewing the facts, including Dr. Skoda's report, ADA McCoy wants the girl committed to a state mental hospital. The girl's lawyer counters with her own expert, Dr. Elizabeth Olivet, arguing the girl the girl can be treated outside of an institution.

Detectives Lennie Briscoe and Ed Green investigate the attempted murder of a prominent and highly respected judge, Denise Grobman, who was shot in her car having come home early. The evidence quickly points to her husband Walter as the man behind the killing though he has an alibi. McCoy is convinced that he hired someone to make the hit: he was the only person who knew his wife's location at the time of the shooting. Judge Grobman proves to be the major stumbling block, however, refusing to believe that her architect husband could do such a thing. McCoy realizes that she is key to ever getting a conviction, but he has to deal with Judge Grobman's decision to refuse further medical treatment: both her kidneys have failed, and she is in constant pain, And it is likely she could die before the case is concluded.

Detectives Briscoe and Green investigate the murder of 15 year-old Christie Garrison who is found just outside her building with her head bashed in. The girl comes from a very wealthy family and the police first suspect Sammy Morris who worked for their friend and neighbor, Mark Vance, as his chauffeur. Morris is cleared and the police learn Christie had gone out to a club after her parents thought she'd gone to bed. She left the club with a boy - who turns out to be the neighbor's youngest son, Ethan Vance. His older brother Nick seems to have had sex with her prior to her death as did Ethan and they are both arrested for statutory rape. The solution to the murder lie elsewhere however.

When a man is found beaten to death Briscoe and Green investigate. They learn the man is a lawyer who was on the appeal of a man convicted of murder. The murder was a high profile case and some people don't like it reopened like the prosecutor who is now a judge. They learn a fence revealed who the killer is but they only have a name which is common. They eventually find the man and his lawyer is former prosecutor Jamie Ross who makes it difficult for them to get to the man. They later learn that someone anonymously gave the fence's name. Which leads McCoy and Carmichael to wonder why didn't the tipster point the finger at the killer. Which makes McCoy to suspect it was someone close to the killer who couldn't reveal him. They also think the prosecutor was given the same information during the trial and chose to ignore it.

Detectives Lennie Briscoe and Ed Green investigate the murder of Eva Harrison, who appears to have been shot on the street in an attempted purse snatching. Eyewitnesses say the suspect was a Hispanic kid on a silver mountain-bike, but they can't agree on much else about him. The investigation leads them to Bobby Sabo, who has a long history of purse snatching. The detectives, Lenny in particular, are under a lot of pressure to solve this case and are anxious to get evidence against Sabo. Lenny says that when they arrested Sabo, Sabo said that the woman got what she deserved. However, no one else heard the confession. After crucial evidence is thrown out, Lennie begins to overreact when his credibility is questioned.

However, the defendant's strong insistence on his innocence and other unusual circumstances lead the case to become more complicated than it seemed.

Detectives Lennie Briscoe and Ed Green investigate the death of Peter Grimaldi, a retired insurance salesman who was found dead in the backseat of a taxicab. Grimaldi had been helped into the cab by a black man, but the driver has little more information. The medical examiner confirms that the victim died as a result of a 6-inch stab wound and a gunshot wound. Grimaldi's son and daughter have no idea who might have wanted to harm him; they refer the police to Gail Bartlett, one of Grimaldi's friends. It leads to their learning that Grimaldi was having trouble with insurance claimants for policies that he had sold to Jews during the Second World War telling them their money would safe. He never paid out any claims, however. They suspect Grimaldi's former employers may have been responsible for his death.

Detectives Lennie Briscoe and Ed Green investigate the death of 53 year-old Marjorie Hallenbeck who was found in a hospital solarium. She had been beaten and then seemingly hit her head on the corner of a coffee table, dying from a ruptured spleen. She had checked herself into the hospital the previous day for tests and hospital security insist nothing out of the ordinary happened during the night. The family says some of her jewelry is missing and the police initially suspect an orderly, Vic Fazioli, with prior convictions for burglary but he has an alibi. Her husband suffered from Alzheimer's and a purchase in the hospital gift shop leads the police to believe she may have been seeing someone else, who turns out to be a con man who preys on wealthy widows. The solution to the murder lies elsewhere however and presents the DA's office with an ethical dilemma.

Detectives Lennie Briscoe and Ed Green investigate the murder of teenager Chris Skinner who was found dead on 56th St. His throat was slit and the medical examiner estimates a 6 inch blade was used. He also had bruises that were a couple of weeks old. They learn that he was out selling chocolate bars as part of a school fund-raiser with fellow student but they split up after a half hour or so. From students at Chris' high school, he appears to have been the victim of bullying and evidence points to John Telford, a student. The prosecutors have trouble linking the boy to the killing and DA Adam Schiff orders that the boy's father, Robert Telford - who ignored his son's violent behavior - be charged with murder as a result of depraved indifference. Evidence comes from an unexpected source.

Detectives Lennie Briscoe and Ed Green investigate an attack on a schizophrenic woman, Karen Brewster, in Riverside Park. They eventually find her dead, locked in the storage container she lived in. The medical examiner determines that she was manually strangled and that she may have been raped. The investigation leads them to Harvey Bauer, who has been diagnosed with bipolar disorder and is might be psychotic. His lawyer Danielle Melnick wants to plead an insanity defense, but Dr. Skoda is convinced Bauer is faking the psychotic part and ADA McCoy gets a court-ordered prohibition to using the defense. McCoy also needs a court order to force Bauer to take his medication. However, as they continue to investigate at the murder, they discover a unique relationship between Bauer and the victim.

Detectives Lennie Briscoe and Ed Green investigate a possible crime when a landlord discovers broken glass and blood in an apartment that had been abandoned by the tenants. Amy and James Beltran had lived there for only four months, and she had recently given birth to a boy, Kyle. They quickly track down James, whose is living with his parents, but he refuses to tell them anything other than the baby is with his wife. A local priest says James had been attending mass up to three times a week recently--but not with his wife and new born child. When they finally find Amy Beltran, she insists that the baby is with her husband. When they find the baby's remains buried in James Beltran's parent's backyard, the medical examiner determines that the baby had starved to death over a period of several weeks. It turns out Amy was having difficulty breastfeeding her baby and, after getting advice from an overzealous lactation counselor, she thought it was wrong to give the baby formula. Guilt or innocence is left up to the judge in a bench trial.

Detectives Lennie Briscoe and Ed Green investigate the shooting of a well-known writer of mystery novels, P.K. Todd. She is wounded and her business manager is killed. From the outset, Todd insists that she was the target, and the police initially focus on any fans who may have written to her. They soon learn that a woman, Carolyn Tyler, who identified herself as an FBI agent had been at Todd's hotel looking for her the night she was shot. The police immediately suspect that Tyler's husband Dean, also an FBI agent, was having an affair with the writer, but Dean Tyler vehemently denies an affair. DAs McCoy and Carmichael realize that they might been wrong about who was involved in the affair and the motive for the murder. They begin to suspect that it was Caroline Tyler who had the affair with P.K. Todd. Dean Tyler is charged with murder. His defense will claim Dean suffered from "psychosexual panic" resulting from his wife's having a lesbian affair.

They learn that Stanley Brecker, owner of Andorra Sportswear, may have had trouble with the mob. Their main witness, Helen Cadish, has now disappeared, but they soon find her in car just off the pier. The car leads them to the killer and eventually to Stephanie Mulroney who, he claims, hired him him to clean up her apartment after she killed Dean Woodroffe there. DAs McCoy and Carmichael don't have much evidence--until the Mulroneys cover-up to keep Stephanie out of jail begins to fall apart.

The victim was raped and strangled and had a high level of the drug GHB in her system. When the detectives learn that one victim's sister, Laura Kendrick, is also in New York, they begin a frantic search for her, eventually finding her in a hospital, beaten and drugged. She points the finger at her boyfriend, Peter Williams, who may also be responsible for other brutal rapes and murders. The detectives begin to suspect that Laura Kendrick also may have participated in the assaults, but she claims Williams forced her to participate. To get a conviction, Jack McCoy agrees to a plea bargain with Laura Kendrick for a minimal sentence in return for her testimony, but he later learns that he may have made a deal with the devil.

They learn that the man had been ranting about how his son who was an activist and who was killed during the Chilean coup in 1973. The detectives learn the elderly man was not senile or crazy: it appears that he was looking for an American military officer who may have been involved in his son's death. They learn that a man at the apartment where the elderly man died was the son of the officer he had been looking for. The man told the distraught elderly man looking for his father that his father was dead, but the distraught elderly man did not believe him, they fought, and the elderly man slipped and fell down the stairs. The man at the apartment also confirms that the elderly man claims about his father's involvement with the elderly man's son are true. After pleading the man out, McCoy decides to look into what happened to the elderly man's son. It turns out that the Chilean man who may have been involved with what happened to the man's son, is now a high ranking government official and happens to be in New York. Schiff warns McCoy that the government is not happy about his inquiries, but he eventually learns that the military man asked his aide to send a telex to the Chilean man giving him the activist's location in Chile when they were in New York, which gives McCoy grounds to arrest the Chilean and indict him.
