Triumph Over Trauma

Frank is bothered once more by pigheaded City Council Speaker Regina Thomas, who keeps believing any unsubstantiated racist abuse claim from her voters all over the city, notably police brutality, so disheartening that Frank has Garrett compose a resignation letter to the mayor and read it aloud. Danny and (injured) Baez (who forgot to call their move in) worryingly vanish during their pursuit of a dangerous killer, trapped in a basement. Anthony, Jamie and his nephew Joe Hill join in the hunt to find the two and arrest the killer. Eddie helps a young woman whose father was misidentified among a number of Coronavirus victims and buried anonymously, which inspires her to attend her father's parole hearing (having told Jamie she wouldn't).

Jamie, Danny and Baez work to convict a notorious drug lord after a witness that was set to testify against him is killed, convinced the drug lord's defense attorney illegally shared the witness list with his client. Detective Joe Hill is caught on camera thwarting a kidnapping while off-duty, so Garrett wants to make him the NYPD poster boy. Frank, Joe and Joe's mother Paula now face a difficult decision about revealing Joe's family ties. Before the Reagan Sunday dinner, Frank learns that someone dug up Joe's birth certificate, which becomes public, causing Joe to be jealously abused as if nepotistic. After DA Charwell, Erin's boss, is arrested and dismissed for corruption, Erin nervously awaits the governor's selection for the new district attorney.

Erin opposes a criminal being released due to new bail laws, and crosses her new boss by handling things her way when he's back on the street.

After Danny's neighbor Sal Marino is injured in a drive-by shooting, leaving his student son Scott furiously frustrated the cop seems useless, Danny and the investigating detective, who has jurisdiction given he works in a different district, are at odds over their differing methods. The rented sports car is traced to another neighbor. Former NYPD detective Douglas McKenzie, who resigned a year prior, reveals information about a suspected crime ring to Frank, who reacts non-trusting. Despite Garrett and Gormley's apprehension, Frank ultimately asks McKenzie to rejoin the force.

A man is killed in front of Baez's House. She tells Danny she's been seeing him. But she's worried about the investigation. When a cop in Jaime's precinct is coming in late a lot, he decides to reprimand him. When the union learns of this they send their representative, Eddie to talk to him to reconsider but Jaime stands his ground despite the impact it has on their relationship. Erin's boss gives her notes on how she should conduct herself in court. Erin refuses to comply which leads to a clash that has her considering resigning. When Sid appears to be troubled Frank tells him he needs to see a therapist and to make it less awkward he tells Garrett and Baker to go too. But they say to show solidarity Frank should go too but when he does he's evasive and tries to end it short.

The Common Good

Jamie gets at odds with street kid and basketball player Deon Williams, whom he mentors under a community program, as three neighborhood gang members label and assault him for being a snitch, forcing Jamie to step in with his protege's big brother Dante as armed suspect. Frank gets Erin to liaise between him and NY Governor Mendez regarding pension policy reform he privately backs, but can't publicly support because it would put him at odds with police rank and file. Danny and Baez tread into the world of competitive gaming when a high-profile video game streamer is murdered. Eddie and Witten suspect live-in nanny Yelena is being abused after she approaches them on the street for help, abusing a building neighbor's nuisance call to confront the wealthy family.

Eddie is assaulted by a cop hater who was just released on bail for a similar assault. Jamie investigates the incident and has a plan to get back at the culprit. Danny and Baez must protect the transgender community when a trans-woman is found murdered in a dumpster. After Erin and Anthony watch a video of a vigilante beating up and nearly killing a robbery-assault suspect, their views on the matter clash with both the DA and the governor.

A press quote by Garrett on the front page of a local paper seems to say the NYPD "can do better", yet he refuses to retract it, which would only rehash what will be old news by then, after an argument with Frank who gives a direct order only does half-heartedly. Eddie tries to get Jamie to take a love language quiz against his will, ending in a lover's quarrel outside the interrogation room at the precinct. A jogger discovers a dead homeless man in a park, his third such discovery in a few months, so Danny and Baez and grow suspicious, more as he was a prominent presence in anti-homeless protests as aspiring politician. Reviewing the video footage again leads the detectives toward a homeless woman with mental health issues as being responsible. Anthony is mistaken for a mafioso at a bar where senior Lenny asks him to kill his unfaithful wife for him. Lenny decides not to follow through with this plan, but Anthony later confronts the man who was having the affair.

The Reagan family is shocked when Danny and Maria follow up on a tip about the sale of illegal guns, only to find recently discovered kin and NYPD detective Joe Hill making the purchase along with an accomplice. Frank angrily meets with ATF field agent Rachel Webber, who did not inform the NYPD that Joe was working undercover for ATF and returned to New York on this drug gang mission, where the suspicious boss assigns a hit-man to him and his gullible partner. Danny also learns that Jamie is Joe's undercover contact, but could and did not tell the family and alerts everyone having received ominous questions from the drug fiend. After an attempt to chase, Danny and Jamie discover a burned body in a car that had blown up, which Joe's trio was riding in.

Justifies the Means

The Reagans are relieved to learn that Joe was not in the car at the time of the explosion, but still anxious, realizing his cover must have been blown, Joe had to kneecap the mob killer on to them to revenge Kenny. Jamie and Danny follow leads left by Joe to help bring down the gunrunning outfit. Joe and his 'mob mate' Ty, whom Joe must convince to defect by near-missing bullets, lead the brothers up to New England, culminating in the four of them finding a large stash of weapons at a New Hampshire farm. The gunrunning group tails them to this location and a shootout ensues; most of the criminals are killed, Ty perishes saving Joe's life and the gunrunning leader escapes. Joe then joins the Reagans for Sunday dinner.
