Based on Jake Adelstein's non-fiction first-hand account of the Tokyo Metropolitan Police beat, the drama series captures Adelstein's (played by Ansel Elgort) daily descent into the neon-soaked underbelly of Tokyo, where nothing and no one is truly what or who they seem.

When they receive an anonymous video of the murder of a prostitute Jake knows, apparently by a deputy minister, Hiroto Katagiri agrees to hold off the formal investigation until the newspaper has interviewed him, but the politician says "no comment" and the tape goes missing: case closed, although Jake linked the case through the rented boat where it happened to Togawa's mistress, who claims that she was set up. Katagiri's undercover partner Miyamoto is murdered, staged as an OD, and the deputy commissioner orders the undercover ended; even Jake swears secrecy. Badly-battered Akiro Sato is taken from hospital by his kid brother, to Tagawa, who has the culprit found, beaten, and presented at knife-point, but Sato insists on clemency. The rival clan-leader's heir claims that his patriarch is disabled and offers Togawa peace.
