Episode 1
Adrift: Part 2

Skates is back aboard the carrier and in the sickbay, but both Harm and his inflatable boat are adrift separately in the sea. Both the storm and the rescue efforts continue; eventually a chopper pilot sees Harm, and the crew haul him aboard, but he's in critical condition. After arriving in the sickbay of the ship, Harm arrests, and the medical team have difficulty in reviving him; however, Skates pitches in, and she succeeds in rousing him. Meanwhile, the JAG team gather in their headquarters to await news, and Sarah postpones her wedding -- indefinitely, much to the chagrin of Mic. Sarah makes a major contribution to the rescue. Harm, with trouble with his memory, transfers to the Naval Hospital, Bethesda, Maryland, then he goes to his pad. Mac again shows much uncertainty, and Mic sees the signs and understands them. Mic pulls up his stakes in Washington, and he flies back to Australia. Then Harm receives emotional visits from both Mac and Renee in the same evening.

New Gun in Town

After Mac postpones her wedding indefinitely, after Mic returns to Australia and the Royal Australian Navy, and, while Harm continues to convalesce, Mac seeks to avoid questions from friends by requesting a temporary assignment away from the JAG headquarters and out of town. She asks to investigate a disappearance of a Marine major from a ship at sea; the admiral sends both her and Gunny to the ship in the Indian Ocean. Under interesting circumstances Mac and Gunny find their man, who unwittingly nudges Mac toward some introspection. Meanwhile an airman taxies an aircraft and makes a short flight with an unhappy ending; a new character, Cdr. Turner, prosecutes, and Harm defends. Harm reaches for the stars and brings about a bright conclusion to that case; he further takes his client for an exciting ride.

Measure of Men

RAdm. Chegwidden receives a surprise visit at his home by a guest, who is not entirely welcome; however, he helps to work things out. While Mac and Gunny continue with their temporary assignment aboard USS Guadalcanal, an amphibious assault ship, a Marine officer dies when two rubber boats capsize in heavy surf during a landing exercise. The commanding officer of the ship orders a shipboard special court-martial for another Marine officer, a major, who directed the start of the exercise during heavy weather. Mac investigates and prosecutes. Without prior announcement Harm arrives to defend the major, but the defendant hires a civilian lawyer to take charge of his defense. Predictably, friction occurs between Harm and the outside mouthpiece; still, though, Harm discovers the cause of the overturning. Harm finds an answer to a question from Mac, but he does not get an opportunity to give it to her.

Guilt

In Aceh, Sumatra, Indonesia, a local girl complains of rape by a member of the detachment of Marines who protect the consulate. The civilian police seize the Marine, and Mac flies in from USS Guadalcanal. The angry residents besiege the compound. The mob kill the NCO in charge of the Marines and blind his second in charge. Mac, as a Marine officer, steps forward and provides leadership during an evacuation of the consulate. While in Aceh Mac passes her diamond ring to someone else. Meanwhile Harm and Loren defend a Naval officer, who is also a SEAL, against charges related to his behavior aboard a commercial flight on which Harriet was a passenger. Loren hurts Harriet and harms the defense.

Mixed Messages

An intruder enters a secure work area and shoots three members of the US Navy, and two victims die. The work, the facility, and the people are all assigned to the Naval Security Group, which is the Naval component of the National Security Agency. One of the dead is a friend of Harm, who seeks to protect the family and the reputation of his friend. Clayton Webb, the CIA, a submarine, counter-espionage, and disinformation are involved. In a preliminary hearing Harm represents the government, and Bud represents the suspect, who is the one who survived the shooting. Harm figures out what happened. Meanwhile Renee returns from Minnesota with a big surprise, and Mac returns from Indonesia but soon goes back. Mac also receives a significant medal, but she gives it away.

Redemption

Harm takes a temporary assignment at the Naval Air Station, Patuxent River, Maryland, near Washington, DC. There he defends an old friend and fellow pilot against a charge of improper fraternization. While seeking evidence in that case, Harm finds something else, which leads to a major problem dealing with national security. He also faces serious questions about his professional behavior. Meanwhile Mac represents a woman Naval officer in a custody contest in a case involving an allegation of physical abuse. Mac also takes a civilian lawyer to the deck in a JAG office.

Ambush

While a team of Marines aboard a helicopter gunship has a task to protect a relief convoy during a UN peacekeeping program, the Marine captain in charge exceeds the written rules of engagement by directing the pilot to land and his team to seek to capture the leader of a group of rebel combatants. Six of the Marines then die in an ambush. Sturgis prosecutes the captain for dereliction of duty and negligent homicide. Harm and Bud defend him, who says that he has followed an oral "suggestion" from his colonel. Harm ruffles the feathers of Bobbi by issuing a subpoena for her and by calling her to the stand. Meanwhile Mac investigates a case of an unlikely high-tech peeping tom.

Jagathon

Harriet plans and manages a JAGathon -- a charity-benefit marathon for the members of the staff of the headquarters office. The preparations and the race provide opportunities for personal pride and individual competitiveness to come into play. Loren adds abrasiveness, and Sturgis deals with his uncertainty about how he fits into the group. Bud eventually finishes the race. Harm and Mac tie for second place behind Sturgis, and they agree to talk about their relationship. Harm vigorously defends an enlisted man who impersonates a Naval officer, but he has second thoughts when he sees him while impersonating a hospital corpsman.

Dog Robber: Part 1

An EP-3 Orion aircraft of the US Navy conducts electronic reconnaissance of a warship (a cruiser) of the People's Republic of China in international waters in the Straits of Taiwan. Two Chinese MiGs buzz the Orion, and one of them collides with it and damages it. The Orion makes an emergency landing at a Chinese military airfield. The SecNav recalls RAdm. Tom Boone to active duty, then Tom and Harm go to China to try to reclaim the crew and the bird. They get the people and head back, and one of their escort pilots acts on an entirely different plan of his own. Meanwhile Gunny requests a transfer to Force Recon, and Mac, Sturgis, and Bud deal with two midshipmen from the US Naval Academy who duel each other while using antique sabers.

Dog Robber: Part 2

Harm and RAdm. Boone return with the crew of the EP-3 Orion but without the aircraft. However, a pilot of the US Navy, having acted on his own initiative, has destroyed the bird on an airfield on Chinese soil. Predictably, the pilot goes on trial in a court-martial. Sturgis prosecutes, and Harm and Bud defend. Mac investigates a complaint about a situation involving a leaked videotape showing demeaning behavior toward a woman Marine officer; she also shows that she can still cut the mustard. At home, while Harm rebuilds his Corvette, he realizes that he's bought a second-hand part from his stolen one.

Answered Prayers

The Christmas season has arrived, as has much activity. Two Marine MPs arrest a Navy woman petty officer who impersonates Santa Claus and steals money given to charity; Loren prosecutes, and Harm defends. The preliminary hearing is postponed until after Christmas, but the Navy has closed the empty brig, so Harm takes the defendant in his custody. The defendant stays with Mac, and she learns from several, including Chloe, who visits with Mac. Harm finishes rebuilding his Corvette, then it disappears again and soon reappears. Mikey receives word of his appointment to the US Naval Academy. Everyone gathers at the Roberts pad before going to the Christmas Eve worship at the chapel, where Sturgis's father, a retired Navy chaplain, not only preaches but hits the spot. Harm and Mac share a very friendly moment below the mistletoe, and Webb arranges for a huge surprise for Harm.

Capital Crime

While working on a nuclear-disarmament agreement with Russia, Mac and Sturgis have an appointment with an expert -- a woman Naval officer -- a commander who is a PhD in nuclear physics from Harvard University. When she does not arrive, they start looking for her. With help from a vision by Mac, they find her body, and the local police find a suspect, who unwittingly leads them to an international web involving weapon-grade uranium and a rogue terrorist group. Meanwhile aboard USS Patrick Henry (CVN-74) Harm investigates a mishap which included a severe injury of a sailor. Further, Sturgis loses an old love, Mac absentmindedly lets a secret slip, and Sergei meets Loren.

Code of Conduct

RAdm. Chegwidden goes to a local high school to speak on Career Day. When he arrives, he confronts a student for his rude behavior toward a girl. The conversation deteriorates, the boy spits at the admiral, and the admiral slaps the boy. A student video team record the incident. The SecNav demands a retirement, and the CNO holds a Flag Mast. Mac defends the admiral, Sturgis offers him help, and everyone else in the office also supports him. The boy's lies overtake him, he becomes discredited, and the world goes on. Meanwhile in a court-martial Harm defends a Navy SEAL officer who has disobeyed an order while going back to recover the body of a fallen member of his team (and leading to the death of another member).

Odd Man Out

During a field exercise aboard the Marine Corps Base, Quantico, Virginia, a Marine is found to have become beaten to death, and the assigned Navy hospital corpsman goes on trial in a court-martial; Mac prosecutes, Harm defends, and Bud serves as a member of the court. Bud argues reasonable doubt to his fellow members, but afterward he has second thoughts. Meanwhile Sturgis lends a hand aboard the Naval Submarine Base, Groton, Connecticut, and in the marriage of a young sailor with a frightened wife. Harm helps Sergei with his immigration. Harm and Skates take an unusual look at the Super Bowl game, and the rest of the gang watch from Bud and Harriet's pad.

Head to Toe

At a US base in Saudi Arabia, Harm and Mac defend a woman Naval aviator who is assigned to a unit of the US Air Force, and who has disobeyed standing orders about the public off-base behavior of US women, including the wearing of abayas. The pilot in question, a native of Brooklyn, freely and vigorously expresses her views about such rules. With the support of the men in the same unit, Harm and Mac do their part in producing a positive and constructive conclusion. Meanwhile Sturgis and Bobbi have their second date, even after a rocky first one, and Bud and Harriet go out for dinner with the help of one expensive babysitter and two inexpensive ones.

The Mission

A JAG officer twice interferes with attacks against terrorist targets in Afghanistan, so Harm and Mac go aboard USS Seahawk (CVN-65) at sea during wartime flight operations, to help clarify the rules of engagement. Harm flies the next mission. After hitting the target he attracts enemy fire, and the aircraft sustains damage, but he safely returns to the carrier. Meanwhile the admiral offers Bud an opportunity, for his next duty station, to transfer to a ship or to an office somewhere ashore in Europe. Loren prosecutes a sailor accused of a hit-and-run accident, and Bud defends. Loren feels envy and shows nastiness. Bud finds it hard to give care to a sick child. A temporary assignment allows Sturgis to become closer to Bobbi. The admiral tells Bud that he has received a report that Bud has not done a satisfactory job of defending the hit-and-run defendant. Episode 17
Exculpatory Evidence

RAdm. Chegwidden finds it necessary to convene a hearing about the accusation that Bud provided an inadequate defense during the previous episode (to avoid any favoritism, other impropriety, or an appearance of such). Sturgis prosecutes, and Harm defends. Sparks fly between Harm and Sturgis, and Mac reluctantly appears as a witness for the prosecution. Bud and Harriet cope. Harm discovers the reason for which Bud did not succeed in contacting a key witness who could have provided an alibi for the defendant. Sturgis tries (but fails) to set up the admiral with a lady, and the admiral stumbles (albeit clumsily) into one by himself.
Episode 18
Hero Worship

A fire breaks out in the galley aboard a destroyer at sea; personal injuries and materiel damage result. Harm and Mac investigate. The fire may have resulted from one or more human mistakes or maybe from the age of the ship, which is the second oldest destroyer in the Navy. A hearing takes place; Mac prosecutes a sailor who has confessed to a risky act, and Harm defends him. The admiral feels and shows much interest in an aging Marine who received the Medal of Honor for gallantry during the battle for Guadalcanal in WW2, but who has recently run into some trouble. Bud, Harriet, and the admiral talk more about Bud's next set of orders.
Episode 19
First Casualty

A reporter for ZNN, a fictional cable news network, accompanies a SEAL team on a mission against an enemy target in Afghanistan. The SEALs walk into an ambush, during which four civilians die, and three SEALs sustain injuries. Harm and Mac investigate, and they discover that, 51 minutes before the firefight, the reporter had made a satellite phone call which may have allowed the enemy to discover the location of the team. The President of the US issues an order to prosecute the reporter in a court-martial. Harm and Mac do so, and Sturgis defends. Mac, by her knowledge of the Farsi language and the Persian culture, discovers what happened. Meanwhile Bud receives and carries out his transfer orders to serve as the Legal Officer aboard USS Seahawk (CVN-65), where he finds an acquaintance as his legalman.
Episode 20
Port Chicago

After a 30-year career in the Navy, an aged retired chief petty officer requests a new trial in a court-martial about his involvement in an alleged mutiny after the disastrous explosion at the US Naval Magazine, Port Chicago, California, in 1944. Loren prosecutes in her usual hard-nosed way, and Sturgis defends. Sturgis's father, a retired captain in the Navy Chaplain Corps, takes part. While Bud continues aboard his new duty station at sea, Harriet searches for a home for her family, and she gets help from Harm. She finds the house she wants, and, using a power of attorney which Bud left with her before he left, she enters into a contract to buy it -- without first discussing it with him and without following Harm's advice to tell him.
Episode 21
Tribunal

A special-operations team captures a high-level member of the Al Qaeda, and the President of the US authorizes a military tribunal, which then convenes aboard USS Seahawk (CVN-65). Harm and Mac prosecute, and RAdm. Chegwidden and Sturgis defend. Bud and PO Coates give their cooperation and hospitality. Clayton Webb also shows up, but he says that he's not there. Mac and Clayton go ashore to a detention camp, where they encounter the Gunny, and where Mac experiences a tense moment. The defendant defeats Clayton's post-trial questioning. Meanwhile Loren, as the senior officer remaining in the office, runs the place, and she does what she does best.
Episode 22
Defending His Honor

Everyone has returned from the tribunal at sea in the previous episode. Capt. Sebring, a military judge, stands accused of vehicular homicide, allegedly as a result of an instance of road rage. The other driver is a single mother whose baby dies. Mac and Sturgis prosecute, Harm defends, and the admiral appears as a witness. The defendant hurts his case by his behavior in the courtroom due to problems at home with his wife and their son. Harm eventually discovers the real cause of the wreck. Meanwhile Webb continues to pursue a leader among the terrorists of Al Qaeda, and Loren continues to promote trouble between Bud and Harriet, who try hard to sort things out.
Episode 23
In Country

An air strike in Afghanistan has failed to hit Kabir, a highly placed leader of the Al Qaeda, who escaped; instead the strike left several local civilian casualties. Gunny took part in the strike. Harm and Mac go to Afghanistan to investigate, and they spend a night together below the stars. Bud and PO Coates monitor and participate in the incarceration and interrogation of two terrorist suspects aboard USS Seahawk (CVN-65) at sea. One suspect is a Trekkie, as is Bud, so Bud succeeds in gaining useful data by questioning him by using the vocabulary and principles of Star Trek. Webb and a fellow CIA spook act spookily. Meanwhile Harriet makes a significant impression on Loren.
Episode 24
Enemy Below

Al Qaeda has bought an old diesel-electric submarine from Iran, has recruited a Russian submarine captain and several Russian submarine sailors, and has loaded a submarine-launched cruise missile with a dirty nuclear warhead. The admiral, Sturgis, and Loren brief a three-star admiral in one of the war rooms of the National Military-command Center at the Pentagon. Harm and Mac, still in Afghanistan, follow the trail of the uranium, and they arrive aboard USS Seahawk (CVN-65) for testing for possible exposure to radiation. Sturgis goes as an adviser aboard USS Watertown (SSN-696) in pursuit of the rogue submarine in the Arabian Sea. A battle takes place, and Harm successfully uses an unusual tactic in the air. Webb stays busy, and Harriet frets about the colors for the new house. Bud gives legal advice on the bridge aboard Seahawk; however, he also goes ashore to attend the groundbreaking for a new school building in Afghanistan and, sadly, takes a tragic misstep.
