Legacy: Part 1

By an invitation from the Russian government, Harm, in an advisory capacity, goes to Russia to help in reforming the Russian military law and its administration; however, local Russian officers in the field do not see the value of the reforms wanted by those in Moscow. In a court-martial Mac and Bud prosecute a Naval officer accused of espionage by selling sensitive classified information to a Russian agent; a jarring event interrupts the trial, and Webb enters the picture. Mac sees again an old acquaintance, and she too goes to Moscow. Harriet gets a pain and a small surprise, and Harm gets a large surprise. [To be continued.]

Legacy: Part 2

While still in Chechnya, Harm learns more about his father's life after his escape from Siberia. Mac and Webb follow Harm to Russia, where they again meet both Alexei and Falcon; Mac and Alexei go onward to Chechnya and find Harm, then Mac alerts him about a plot to kill the president of Russia. In a curious twist Harm helps to defend a Russian helicopter pilot in a one-sided Russian court-martial. Meanwhile in a federal civilian court Bud defends the Navy against a suit by a woman whom the Navy had rescued from a raft at sea, but who had not wanted to be rescued; during the trial the judge eventually hears and sees enough. Later Harm, Mac, and Webb head back home.

Florida Straits

During a transit from Gitmo to Key West, a frigate of the US Navy encounters a 12-year-old Cuban girl clinging to floating debris; the ship rescues the girl and takes her aboard. While doing so the vessel briefly enters Cuban territorial waters; a small Cuban patrol boat briefly hassles the frigate, then goes elsewhere. The skipper is of Cuban descent, and he hates Castro and his regime. The admiral sends Harm and Bud to lend a hand. The Cuban government, the INS, the US Department of State, and the SecNav enter the action, and Harm makes a quick side trip ashore. Eventually the captain escorts the girl while she steps onto US soil in Key West. Meanwhile Mac and Mic talk more.

Flight Risk

Harm and Bud investigate a crash of an F-14 Tomcat while it leaves a civilian upgrade facility. The inquiry exposes a number of irregularities at the outside firm. In a court-martial Mac prosecutes the Naval quality-assurance officer at the plant, and Harm and Bud defend him. Mic, now a civilian lawyer in Washington, represents the contractor, which blames the crash on pilot error. Rep. Bobbi Latham conducts a congressional investigation into wasteful military overspending, including some of the activities of the vendor involved here. Renee introduces a new TV commercial for Bobbi's campaign for reelection, and the admiral tries hard to provide a happy birthday to Sydney.

A love triangle develops in Norfolk. One member is a teenage girl; the other two are a Navy couple. The husband is a lieutenant (junior grade) who lives and works in Norfolk; the wife is an ensign who has just returned to Norfolk aboard her ship from a deployment in the Mediterranean Sea. The wife discovers the affair, and she insists that her husband break off with the girl in front of herself. During the meeting a fight takes place, and the mistress dies. Mac and Bud prosecute the wife in a court-martial, and an outside civilian lawyer (one of Mac's professors in law school) defends her. The SecNav has authorized live TV coverage of the trial, which creates interference and confusion but also lends some surprising help. Meanwhile Harm discovers an unusual explanation while investigating a case of apparent suicide aboard an aircraft carrier at sea. Further, Sydney's son asks and gets a favor of the admiral, and Bud and Harriet ask a question of Mac.

The Princess and the Petty Officer

A petty officer in the US Navy (a machinist's mate third-class) serves on overseas duty in a fictitious Arabic nation with an Islamic society. He and a local girl fall in love with each other. The sailor smuggles the girl into the USA and then marries her. The girl turns out to be a princess in the ruling family in her country. The INS, at the behest of the royal family, captures the princess and places her in custody. Legal fireworks ensue about the status of the princess. In a court-martial Bud prosecutes the sailor, and Harm defends him; Mac represents the princess (even in an Islamic tribunal in Arlington). RAdm. Chegwidden continues to meet frustration over Dr. Walden, her son, and his impounded car. Harriet unexpectedly goes into labor, and Bud presents some tragic news to the admiral.

A Separate Peace: Part 1

RAdm. Tom Boone, Harm's father's wingman during the Vietnam War, has become nominated to serve as the Commander of the US Sixth Fleet (ComSixthFleet or C6F) and to get his third star. Days before the Senate confirmation hearing for Boone's promotion to vice admiral, the office of the SecNav receives an anonymous hotline tip alleging that Boone has taken part in a massacre of civilians in South Vietnam. Mac and Harm investigate, and Clayton Webb reluctantly lends a hand, even discussing a part of the background of his own father at the CIA. Meanwhile RAdm. Chegwidden continues to have problems while trying to reclaim his impounded car, and Bud returns to work after the tragic turn of events in his family. Harriet seeks more time, support, and attention from Bud. [To be continued.]

A Separate Peace: Part 2

RAdm. Boone goes on trial in a court-martial on charges related to a massacre of civilians in a village in South Vietnam. Mac and Bud prosecute, and Harm and Loren defend. Clayton Webb produces a surprise witness with surprising testimony. RAdm. Boone contemplates an unexpected change in his career plans. While Bud and Harriet deal with their grief, Harriet wants more support from Bud, yet Bud devotes much attention not to Harriet but rather to his research into the medical questions about their loss. Harm talks separately with Harriet and later with Bud. Meanwhile RAdm. Chegwidden eventually gets back his SUV, but now it needs repairs.

Family Secrets

Bud experiences anger and agony over the recent tragedy in his family. He first considers filing a civil suit for negligence on the part of a Naval Reserve physician. While giving fatherly advice RAdm. Chegwidden dissuades Bud from that plan. Bud then files instead a report of an alleged criminal violation under the Uniform Code of Military Justice (UCMJ), and the matter goes to trial in a court-martial. Mac prosecutes, and she moves a ring. Personal considerations cause Mic Brumby to resign from his new civilian job in Washington and to start the process of returning to his home and to the Royal Australian Navy. Clayton Webb gives bad news to Harm and later gives him good news. Harm suddenly visits his mother in San Diego, and he contemplates another trip to Russia and Chechnya. A secret about Harriet comes into the light, yet she and Bud reaffirm their mutual love and devotion.

Touch and Go

Cdr. Caitlin "Kate" Pike, one of Harm's former JAG partners, arrives for temporary additional duty (TAD) at the JAG headquarters. A two-star admiral receives orders to take over as the inspector general (IG) of the Navy. However, an old incident causes talk in the office, which becomes overheard and then leaked to a newspaper. The ensuing publicity forces a preliminary hearing to determine whether the matter should go to trial. RAdm. Chegwidden appoints Harm to prosecute and Mac to defend. The accused presents a plausible explanation, which appears to be consistent with his record. Mic wonders aloud whether he has done something wrong, and Mac offers advice to Kate. Some good news arrives from Clayton Webb. Meanwhile, Bud represents an attractive woman corporal in the Marine Corps who has a tattoo in a private place, and who wants to become a commissioned officer.

Baby, It's Cold Outside

RAdm. Chegwidden serves as the senior member of the annual selection board for promotion to the rank of captain, and the SecNav brings much pressure to bear on him in favor of Cdr. Ted Lindsey, who now serves on the staff of the SecNav, and who appeared in seasons 1 and 4. The SecNav expresses displeasure with the admiral and threatens bad consequences for him. Tiner achieves much success on behalf of Gunny but gets an unpleasant surprise of his own. In a state court Harm represents a former Marine staff sergeant and drill instructor who faces the strong likelihood of a life sentence because of a three-strike law.

Episode 12

Collision Course

While conducting a NATO exercise in the Aegean Sea and while emerging from a blinding fog, a US frigate collides with a Turkish destroyer -- due in part to the presence of a Greek destroyer escort nearby, ostensibly to protect the claim of Greece to a small uninhabited island. The SecNav orders RAdm. Chegwidden himself to prosecute the commanding officer (CO) of the US ship -- because he has received politically motivated orders from above to appease NATO and the other nations involved. Displeased and uncomfortable, the admiral directs Harm and Mac to provide the accused CO with a vigorous defense, and they gladly comply. After some courtroom fireworks the attorneys work out a solution which serves the interest of justice. Meanwhile Mikey Roberts, Bud's brother, visits Bud and Harriet, meets Gunny's sister, from New Mexico, and finds her attractive and interesting, but finally Mikey gets a disappointing surprise.

Miracles

Two cops from the Baltimore PD find a Marine, the command sergeant major of the Marine Corps Base, Quantico, Virginia, kneeling over his wife, severely wounded, lying in an alley in Baltimore, about 80 miles from their home, aboard the base. The BPD turns him over to the Naval authorities, who then charge him with attempted murder and try him in a court-martial; Bud prosecutes, and Harm defends. The accused has no alibi, but he offers an explanation, which invokes a supernatural event, and which goes back to a wartime occurrence in Vietnam. A priest arrives from the Vatican to investigate the involvement of a chaplain who died during a firefight. Bud and Harriet give away most of the baby stuff for their Sarah, and Bud runs into some psychological problems. Mac and Mic continue with their preparations for their wedding, and RAdm. Chegwidden experiences an extraterrestrial encounter of an unexpected kind.

Killer Instinct

During night flight ops in the North Atlantic Ocean a sailor falls overboard from an aircraft carrier, and he dies, but the rescue helo recovers his body. The evidence and circumstances strongly suggests murder, but the zeal of the commanding officer becomes counterproductive. Harm and Bud investigate, identify a suspect, and prosecute him in a court-martial, during which they take a bold and unusual tack. Meanwhile Mac defends a Marine staff sergeant against a charge of bigamy; he loves both wives, and both wives love him and remain loyal to him. However, the bigamy blossoms into polygamy, and a third wife walks in. Further, the admiral ends his search for a new car.

The Iron Coffin

A Russian nuclear submarine sinks while submerged with a US nuclear submarine nearby. The Russian government learns that the fault for the sinking lies with the Russians, but the officials seek to blame the US anyway. The US submarine leaders know what took place, but they feel reluctant to reveal that, because to do so would disclose an important advantage. After two surprising twists Mac takes a ride aboard a US submarine, and Harm takes one aboard a Russian submarine. The two boats wind up near each other, because the US vessel shadows the Russian one. An extremely dangerous situation develops aboard the Russian boat, and Mac and Harm take part in resolving the problem. Meanwhile a woman ensign in the US Navy graduates with honors in nuclear engineering from a college and from the Naval Nuclear-power School; she then applies but is rejected to attend the Naval Submarine School and to serve aboard a submarine; Mac and Bud advise her.

Episode 16

Retreat, Hell

A civilian has sued the US because the Navy had held him in a brig for unauthorized absence -- because someone had stolen his identity, had enlisted by using it, and later went AWoL. Mic, having opened his own law firm in Washington, represents the man and asks for $2.5M. Harm and Bud settle with Mic. The admiral goes on a fishing trip in New Mexico, and Gunny, at his request, goes on a trip, also to New Mexico, to pick up a Marine belatedly accused of desertion (after his action at the Chosin Reservoir in Korea in 1950) and to escort him to Washington. Gunny and his prisoner take a contrived detour, wreck their car, and come under fire, and the admiral joins the firefight. After a resolution of the charge of desertion, the Marine receives the Navy Cross in an official ceremony. Meanwhile Harm turns over in the admiral's chair, hits his head, and experiences pleasant delusions about Mac.

Valor

In a port in the Persian Gulf a service boat approaches a destroyer of the US Navy alongside a pier. A USN security team in a patrol boat intercept the intruding boat, subdue two terrorists, board the boat, and discover explosives and a woman sergeant in the US Marine Corps. Harm and Mac investigate, and the sergeant comes under suspicion and before a hearing. Mac prosecutes, and Harm defends. Webb arrives from the CIA with news, which interrupts the proceeding. During a recess the suspect volunteers to do a chore for the CIA. Mac and Mic have set the date for their wedding. While Harm and Mac are abroad, Bud and Mic share guy talk over beer, and Harriet and Renee share girl talk over wine.

Liberty

While ashore on liberty from his ship while moored in Mazatlan, Mexico, Mike, Bud's brother, becomes involved in a fight with a local man during a barroom brawl. The local staggers outside, then collapses and dies. Harm and Bud investigate and later defend Mike in a court-martial. Bud Sr. arrives to lend a hand, and he eventually succeeds in doing so in an unexpected and unconventional way. With Gunny's help Harm and Bud dig again, and they uncover more than what first appears. Meanwhile Mac represents a Marine bulldog against a paternity suit and other charges, and RAdm. Chegwidden compares notes with a surprise visitor.

Salvation

Mac and Mic receive several wedding gifts, including one from PO Tiner, which contains a bloody knife; Mac traces the knife to its origin. Harm receives information which may help to free SgtMaj. Krohn from Fort Leavenworth. Harm goes to the prison and encounters Clark Palmer, a former intelligence field operative with whom he has tangled more than once. Father O'Rourke comes again from the Vatican to find out whether a second miracle has taken place. Palmer nearly dies, and Krohn receives another vision from Chaplain Wiggins. Palmer's life becomes worse, but Krohn's becomes better. The admiral contemplates a gift for Mac and Mic, and Bud has trouble while handling a football.

To Walk on Wings

Congresswoman Bobbi Latham and another member of the US House of Representatives take a demonstration ride aboard an MV-22 Osprey tiltrotor aircraft during a training exercise. While the craft flies just above the surface of the sea (to allow Marines to jump into the ocean), a minor mishap occurs when a large swell catches the pilot by surprise, and the bird brushes against the water but continues in normal operation. Latham, already an opponent of the Osprey program, holds an inquiry. During the hearing Harm advises the pilot, and Mac not only counsels Latham but also takes part in the questioning. Meanwhile Harriet looks into a conviction of a senior chief petty officer for a theft in 1976. She believes that he was innocent, and she eventually discovers the reason for which he did not raise his own defense beyond protesting that he was not guilty. Harm, Gunny, Bud, and Tiner begin planning for a bachelor party for Mic.

Past Tense

LCdr. Jordan "Jordi" Parker, a Navy psychologist and one of Harm's former girlfriends, leaves a voice message for Harm. When he calls back, he learns that Jordi has died. The NCIS first treats him as a suspect but later clears him. The admiral orders a JAG inquiry parallel to the NCIS investigation; Mac runs it, Bud helps, and, later, Harm does too. The NCIS calls it suicide. Harm calls in LCdr. Teresa Coulter, a pathologist, to help. After checking out three other suspects, the JAG team eventually find the surprising killer. Meanwhile in a criminal trial the admiral testifies against Danny Walden, the son of Dr. Sydney Walden, one of the admiral's former girlfriends, and he provides a practical alternative for the sentence for Danny.

Lifeline

RAdm. Chegwidden holds an engagement party for Mac and Mic, and the whole JAG gang attend while wearing their glad rags. Harm and Mac privately take part in frank and profound communication with each other amid a parade of incisive and revealing flashbacks about events involving the two of them, thereby showing the changing and developing relationship between Harm and Mac despite the engagement of Mac and Mic. Bud runs into some trouble with his wardrobe, and Harriet receives a gift of gold. The final scene ends with a subtle but pointed gesture raising several profound questions about what may or may not take place in the future.

Mutiny

While Sarah prepares to present a lecture at the US Naval Academy, Annapolis, Maryland, she falls asleep and dreams about a conspiracy to commit a mutiny at sea aboard USS Somers, a brig of war, a sailing vessel, in 1842. The Commanding Officer of the real USS Somers was Cdr. Alexander Slidell Mackenzie, whose surname was nearly identical to Sarah's. The regular cast portray the people involved in Sarah's dream. Trevor Goddard plays the role of Cdr. Mackenzie, and Catherine Bell plays Mrs. Mackenzie. Here, as in truth, Midshipman Philip Spencer, the leader among the mutineers, is the son of John Canfield Spencer, the Secretary of War under President John Tyler. [In 1845 George Bancroft, the Secretary of the Navy, in a response to the Somers Affair, ordered the founding of the US Naval Academy.] Both Harm and Sarah continue to show uncertainty about the future.

Adrift: Part 1

Harm flies to USS Patrick Henry (CVN-74) for his semiannual carrier qualifications -- scheduled before Mac and Mic set their wedding date -- on the day of the rehearsal. Harm expects to miss the rehearsal and the dinner, but he promises Mac to attend the ceremony. Mic and Bud go shopping together, Mac continues to show ambivalent feelings, and Bud and Harriet have trouble with their car and a cellphone. Harm passes his carrier qualifications. Skates has permission for a weekend in Washington with her fiancé Mic. Harm feels a strong need to attend Mac's wedding, the next morning, so Harm and Skates head to Andrews AFB aboard an F-14 Tomcat -- after a thunderstorm begins to form. They encounter problems with both the weather and the aircraft, and they eject. A chopper finds Skates in a rubber raft and hauls her aboard. The admiral and the gang receive the news during the dinner. The action (and the season) both end while Harm is near his raft but still in the rough sea. [To be continued next season.]
