Whicher, retired from the police after his failure to solve the Road Hill House case, encounters Susan Spencer in a rough tavern, seeking her niece Mary, who came to London to find Stephen Gann, father of her baby. Soon afterwards Mary is found slain and the child missing and Whicher offers to help Susan find the killer. The baby is located at a home for unwed mothers, run by Reverend Marlow, who believes Mary went after Stephen, who rejected her. Whicher learns that Stephen's father was hanged for murdering Susan's father though Mary knew nothing about it. Stephen and an opportunistic thief are the main murder suspects but Stephen convinces Whicher that he was the intended victim as he was about to hear important news from his grandfather Joshua, now in an insane asylum. Whicher inveigles his way into the asylum to speak to Joshua and, in solving the case, uncovers dark secrets in the Gann and Spencer families as well as betrayal by a corrupt policeman.

Former Home Secretary Edward Shore tells Whicher that his son Charles, recently arrived from India with his family, is being threatened by an Indian called Asim. Whicher learns that Asim was travelling with his younger brother Roshan and was also seen in conversation with a governess, Miss Khan, who tells Whicher that she is concerned for the safety of Roshan. Asim's body is found in the docks and, though relieved, Charles denies any part in the murder. Roshan however visits the Shores and accuses Charles. He is injured in the resultant altercation with Whicher placing him in the care of his landlady Mrs Piper, a trained nurse. Soon afterwards Charles Shore's children are abducted. Haunted by the loss of his own son some years earlier Whicher sets out to find them though he is aware that Charles is holding back information which he must have in order to retrieve the children and solve the case.

Whicher is engaged by Sir Henry Coverley, who suspects his wife Jane of infidelity and his sleuthing leads to his talking to the Coverley groom Josh and his wife Ruth, the village post mistress. Eventually he seeks out Jane's lover Matthew Thorogood, who insists that he genuinely loves her. However he is nowhere to be seen when the divorce case comes to court and he is later found dead. Whicher is surprised to meet Emma Finch, who has a child by Matthew and who confides that they were going to get married. Emma's brother Linus, who disapproved of Matthew, is charged with his murder but swears his innocence. Whicher revisits the Coverleys and notes that Jane seems unmoved by the death of her lover whilst Ruth informs him that Sir Henry has been in correspondence with a mysterious woman. To save Linus Whicher must lay bare the truth behind the Coverleys' marriage.
