Bruce Dunbar, the head of a shifty legal firm dealing in criminal law, tries to train new employee Theodore Gulliver in his fairly underhand methods. While Gulliver, fighting Dunbar's influence, tries to do his job as best he can, Dunbar has his own problems, from clients who ransack his offices, to dealing with his self-abusive teenage daughter.

Mr. Bagnall of the law defence film of Bagnall and Dunbar has retired leaving Bruce Dunbar to run the firm alone. Newly qualified Theodore Gulliver is hired as his replacement and without any experience thrown in at the deep end.

Gulliver tries to get a name from juvenile female who's drug dealer boyfriend already has bail. Sarah Beckenham is put on the spot when Supt. Jackson wants to prosecute a juvenile police killer while his accomplice goes free.

Dunbar gets little sympathy when his house burgled. Gulliver and Beckenham lock horns over Leanne Gates, a drug addict who stole goods worth £1 but has previous convictions. Ron the Con runs rings around the legal system.
