1986; San Diego, California is in a state of panic after police discover the body of 20-year-old Cara Evelyn Knott (1966 - 1986) tossed over a highway bridge. With dead-end leads and the city demanding answers, police must work quickly while leaving "no stone unturned" to bring this monster to justice. In the end, the killer was an officer with the California Highway Patrol; Craig Peyer was arrested and convicted in 1988 of murdering Cara Knott.

University of Toledo, Ohio, January 27, 1992; At midnight, the body of 19-year-old nursing student Melissa Anne Herstrum from Rocky River (a Cleveland, Ohio suburb) was found dead on campus. She had been shot 14 times. The murder suspect, 22-year-old University of Toledo Police Department Officer Jeffrey Hodge, was arrested on February 1, 1992. He accepted a plea bargain from the prosecution to avoid the potential of receiving the death penalty. He was convicted and sentenced to "life with the possibility of parole after 33 years in prison". Due to his "good behavior" in prison, his first parole hearing came up in 2021 when he was age 52. His parole was denied and was set for the next review in 2031.
