1986; San Diego, California is in a state of panic after police discover the body of 20-year-old Cara Evelyn Knott (1966 - 1986) tossed over a highway bridge. With dead-end leads and the city demanding answers, police must work quickly while leaving "no stone unturned" to bring this monster to justice. In the end, the killer was an officer with the California Highway Patrol; Craig Peyer was arrested and convicted in 1988 of murdering Cara Knott.
