After a violent shipwreck, billionaire playboy Oliver Queen was missing and presumed dead for five years before being discovered alive on a remote island in the Pacific. When he returns home to Starling City, his devoted mother Moira, much-beloved sister Thea, and best friend Tommy welcome him home, but they sense Oliver has been changed by his ordeal on the island. While Oliver hides the truth about the man he's become, he desperately wants to make amends for the actions he took as the boy he was. Most particularly, he seeks reconciliation with his former girlfriend, Laurel Lance. As Oliver reconnects with those closest to him, he secretly creates the persona of Arrow - a vigilante - to right the wrongs of his family, fight the ills of society, and restore Starling City to its former glory. By day, Oliver plays the role of a wealthy, carefree and careless philanderer he used to be - flanked by his devoted chauffeur/bodyguard, John Diggle - while carefully concealing the secret identity he turns to under cover of darkness. However, Laurel's father, Detective Quentin Lance, is determined to arrest the vigilante operating in his city. Meanwhile, Oliver's own mother, Moira, knows much more about the deadly shipwreck than she has let on - and is more ruthless than he could ever imagine.

Honor Thy Father

Arrow continues to dispense justice but Oliver has to go to court to make a proof of life declaration and have his earlier court approved death overturned. His mother and Walter would like him to play a greater role in the family business but he's reluctant to do so. His mother is insistent however so Oliver comes up with a very public way to get her to change his mind. Arrow next targets Martin Summers who is on his father's list and who is currently being sued by Laurel Lance for having a dock worker killed. Arrow gives him a chance to do what is right but when an an attempt is made to kill Laurel, he goes into action. Flashbacks reveal Oliver's first days on the island.

Lone Gunmen

Oliver's next target is businessman James Holder who manufactured sub-standard smoke detectors leading to many deaths. He's barely had the chance to confront him when a rooftop sniper kills the man. Oliver's research shows that the assassin is known to INTERPOL but they have no photo of him and is known only by the code name Dead Shot. Some think the killing it's the work of the Arrow the assassin's next target, he realizes he will need help. Thea gets into trouble with the police after a drunken spree with her friends. Oliver thinks his mother should take a tougher stance with her. In flashbacks, we learn who shot Oliver on the island.

An Innocent Man

Oliver realizes that the impending execution of Peter Declan for the murder of his wife is a judicial error, her employer Jason Brodeur being on father Queen's list of dirty tycoons. In disguise, Oliver tries the legal way with Laurel Lance, but that only proves to both vigilante methods are occasionally the only option. Under duress, Jason's henchman Matt Istook reveals that he even ordered Peter's 'early execution' in prison, so the Green Arrow must infiltrate there, which puts detective inspector Quentin Lance on his trail. Oliver also shakes his new body guard and recruits the previous, Afghanistan veteran John Diggle, as Green Arrow's aid. A huge 'accounting error' puts Walter on the trail of Moira's secret holdings and part in the shipwreck.

Charged with several crimes including murder, Oliver gets Laurel Lance to represent him - she doesn't think it's a good idea but agrees when he refuses to take on anyone else. Oliver has his own plans which will not only set him free but stop arms dealer Leo Muller, one of the men on his father list. Flashbacks reveal Oliver's early days on the island and his first encounter with Edward Fyers whose main interest is primarily Yao Fei. His refusal to cooperate leaves him in the hands of Deathstroke.

Oliver's next target is Scott Morgan, a power executive who jacks up prices for electricity when people most need it. John Diggle suggests they go after the gang of bank robbers that recently wounded a police officer during a daytime heist. Oliver is not so keen but John isn't the kind of guy who gives up very easily. Oliver quickly identifies one of them as a high school acquaintance, Derek Reston - and learns that Reston may have turned to crime because of something Oliver's father did. Tommy meanwhile isn't having much luck with his hoped for romance with Laurel. He seeks Thea's advice. Flashbacks show Oliver's doubts about his survival on the island.

Muse of Fire

Just as Oliver arrives at company headquarters, a motorcycle riding gunman shoots and kills a man who is speaking to his mother. The man was standing directly in front of her and everyone assumes Moira Queen was the intended target. It turns out the man who was killed was mobbed up and worked for Frank Bertinelly who has in the past tried to get into business with the Queens. Oliver pays him a visit but ends up going out on a date with his attractive daughter Helena, who has a few surprises of her own. Meanwhile, the motorcycle vigilante strikes again.

Oliver tries to convince Helena Bertinelli that there is a better way to bring down her father and destroy his criminal empire but she initially turns him down. She comes around however but John Diggle is not too pleased when he learns that she knows him by name and Oliver;s secret identity. Oliver takes her out on a mission to expose one of her father's drug labs. They are able to do so without killing anyone. When Helena realizes that Oliver still has feelings for Laurel, she reverts to her old ways. Meanwhile, Walter Steele begins to investigate his wife's activities.

Year's End

Oliver has to deal with the fact that there's a copycat on the street dispensing justice. The first victim is Adam Hunt who Oliver put out of business some months ago. Det. Quentin Lance quickly concludes that the killer, who uses black arrows, is not the Hood, as he calls Oliver. Things become deadly serious when the Black Arrow takes a group of innocent people hostage threatening to kill one every hour until the Arrow is apprehended. Meanwhile, Oliver is surprised that the family no longer has their annual Christmas party and offers to re-institute what was once a Queen family tradition. In flashbacks, we learn that the island on which Oliver lived for 5 years was once a Chinese prison.

Burned

Oliver's confidence is shaken after being beaten by the Dark Archer and he takes a break from being Arrow. However, when Laurel calls Arrow for help investigating a firefighter's suspicious death, he reluctantly agrees but his hesitance while fighting almost costs him his life. Meanwhile, Tommy throws a benefit for the firefighters and Thea tries to lift Moira out of her depressive state.

After a string of violent armored car robberies, Oliver suspects that Ted Gaynor of Black Hawk Security is the mastermind. His name is also on the list. It leads to a major disagreement with Digg as Gaynor was his training officer on his first tour of duty in Afghanistan. Digg learns that people change. Meanwhile, Tommy is hesitant at his father's attempt at reconciliation - and with good reason. Thea celebrates a birthday but has trouble with the police when she's arrested after a car accident for driving under the influence of a narcotic.

Oliver tries to tell her the truth and he decides to go after who is behind the drug that she was on called Vertigo. So he tracks down one of the dealers and gets him to say who is the one behind it and he gets the name The Count. He eventually goes after him but the Count gives him some Vertigo which nearly kills him.

Betrayal

Oliver has to deal with a new enemy when a master criminal is released from prison on a technicality. Laurel enlists Oliver's help not realizing her father is monitoring the cell phone she uses. Laurel is outraged when she learns what her father has done. Tommy is also not too keen when he hears what Laurel has been up to. It turns out both her father's and Tommy's concerns are justified when she is kidnapped. Digg suspects that Oliver's mother knows more that she will admit to but Oliver won't hear of it...until Digg gets proof she is hiding something. Meanwhile Thea begins her 90 days of community service at Laurel's legal clinic.

The Odyssey

Oliver's loyalties however prevent him from taking advantage of the situation. The reason for Yao Fei's betrayal is revealed.

And when she finds him and has him arrested, her outlook changes when she hears why he stole. And Moira is trying to make contact with someone.

Dead to Rights

The plan to kill Malcolm Merlyn goes into operation. Arrow kills one assassin who has just arrived in the city and retrieves his cellphone. It's up to Felicity to break into it and find out just who the target is. A birthday dinner for Tommy Merlyn is interrupted by his father who brings him a present. Tommy makes it clear that he is not welcome and does not want a relationship with him. Malcolm is to receive an award at a civic gala and after a heart to heart with Oliver, Tommy decides to attend. When Oliver learns that Malcolm is the target, he races to save Tommy. Once the attack begins, Malcolm and Tommy takes refuge in his office and Malcolm is about to reveal that he is the Dark Arrow but is seriously wounded before he can do so. Arrow arrives on the scene and to convince Tommy that he is there to help, reveals his identity.

The Huntress Returns

Oliver has a trying time ahead of him. His nightclub is finally about to open but Tommy is barely speaking to him since he revealed his secret identity. To his surprise, Helena Bertinelli aka The Huntress has suddenly re-appeared intent on killing her crime boss father. As far as Oliver is concerned, he's in prison where he belongs but Helena has learned that he is to be released for assisting the police in their investigation of other mobsters and will soon disappear into the witness protection program. Oliver initially refuses to help her but she makes it clear she will not hesitate to kill someone close to him if he doesn't help. Meanwhile, Laurel's mother Dinah has returned with a theory that her other daughter might still be alive.

Salvation

After a major fire, Oliver decides it's time to eliminate real estate developer and slumlord John Nicol, another person on his father's list. He's beaten to the punch when another vigilante, The Savior, who kidnaps Nicol and ultimately executes him - broadcasting the whole thing over the Internet. The new vigilante is identified as a man whose wife was killed in a bodega robbery in the Glades district. When he kidnaps Thea's new boyfriend, Roy Harper, Oliver decides to stop him. Meanwhile, Laurel is upset to find that her father has come around to her mother's belief that her sister may still be alive. In a flashback to his days on the island, Oliver learns why Yao Fei refused to leave.

Unfinished Business

Vertigo is again appearing on the market even though The Count, who created the drug, is still in a psychiatric hospital. Soon after Oliver confirms that he's still there, he somehow manages to escape. The Count's psychiatrist says his patient overpowered him and has concluded that his insanity was just a ruse. The police suspect Tommy may be dealing drugs from the club and Det. Lance gets a search warrant. Oliver is not sure what to believe and Tommy, feeling his onetime friend has no respect for him, quits. He turns to his father for a job. Digg gives information about Deadshot to a former intelligence colleague. On the island meanwhile, Oliver begins to learn how to use a bow.
Episode 20
Home Invasion

Oliver decides that his next target is going to be someone on Digg's list: Deadshot. They set a trap for him and Digg's spy friends get involved as well. Meanwhile, Laurel's latest clients are Eric and Nancy Moore who have agreed to testify against Edward Rasmus, a financial advisor who swindled them. The night before their deposition however, they are assassinated. Laurel takes charge of their now orphaned son, Taylor, but he saw his parents killed and is now the assassins next target. Oliver steps in to stop him but in doing so fails to back up Digg and Deadshot escapes. It creates a rift and Diggs walks out. A flashback to the island show Oliver, Wilson and Shado are preparing to free Yao Fei.
Episode 21
The Undertaking

After taking a mob accountant's laptop, Oliver plans to return the money to its rightful owners. Felicity however finds that Dominic Alonzo - the operator of an illegal casino and the head of a gang known for kidnapping - was paid $2 million to kidnap Walter. Arrow pays him a visit and is told that Walter is dead. He tells his mother and Thea but Moira rushes to Malcolm Merlyn demanding to know why he broke their agreement. He assures her that Walter is alive and will be released as long as she continues to cooperate. Oliver is listening to the entire conversation and now knows that his mother is involved, just as Digg had warned him. Flashbacks reveal Malcolm's plan and also the the sinking of Robert Queen's luxury yacht was no accident. Laurel meanwhile tries to make up with Tommy and finally learns the real reason he broke up with her.

Darkness on the Edge of Town

The time is fast approaching for the Undertaking to occur and Malcolm Merlyn begins to tidy up the loose ends, beginning with the scientists at UNIDAC. Oliver and Digg trick Moira into telling just what the Undertaking is about. Oliver realizes that even if he manages to eliminate everyone on his father's list he has only, in his own words, eliminated the symptoms and not the disease. Felicity locates the UNIDAC device - sort of. Thea and Roy's relationship comes to head when they are unable to locate the vigilante. Walter files for divorce. Laurel and Oliver begin a new relationship. In a flashback to his time on the island, Oliver learns just what Edward Fyers' plan is.

Sacrifice

Oliver awakens to find himself Malcolm Merlyn's prisoner. He manages to escape and away with help from Digg. Malcolm accelerates his timetable as a result. Felicity is questioned by Det. Lance about her hacking activities but is interrupted by Oliver who tells him about Malcolm's plan to destroy the Glades. Tommy confronts Oliver about Laurel but refuses to believe that his father is up to no good. Malcolm comes clean about his plans and Tommy realizes that his father is insane. Moira goes public with what she knows, urging the residents of the Glades to evacuate. Roy and Thea get caught up in the mayhem. While Oliver and Digg go after Malcolm, Felicity tries to neutralize the device via Lance. Malcolm has planned it all very well, however. In a flashback to his time on the island, Fyers attempts to bring down an airliner.
