Filmmaker Jason Berry traces the investigation into Father Marcial Maciel, a prominent Catholic Church fundraiser whose career within the clergy was marred by multiple accusations of pedophilia, by following the Vatican inquirer charged with looking into the case as he travels through Rome, Mexico, and coast to coast within the United States in search of answers to his many difficult questions. Over the course of his exhaustive journey the investigator takes testimony from numerous witnesses. In the process, the filmmakers explore Marciel's remarkable rise, carefully detailing his emergence from within a war-torn Mexico, his endorsement from Spanish dictator Francisco Franco, and his ultimate appointment in Rome. There, Marciel would orchestrate the construction of schools and universities, effectively transforming the Legion into an international movement. When the holy man appeared to be shrouding his sexual abuses and psychological tyranny by swearing the Legionaries vow, however, public suspicions regarding his alleged transgressions became too powerful to deny. In the end, when the Vatican investigator has fully constructed his dossier against Marciel and the Legion, the only man capable of truly discerning the meaning of Vatican justice is Pope Benedict XVI.
