Council Officer Gerald Wright is dedicated to the minimization of risk, even where no actual risk exists. If only he could control his own life with the same benevolent despotism with which he regulates other people's lives. Sadly, he can't. He's a recent divorcé and new single dad, and his personal life is one long struggle against the petty irritations and inconveniences which bedevil all our lives--those 21st-century slings and arrows of outrageous fortune against which Gerald's lengthy rule book is no defense.

Gerald Wright, Health and Safety officer in the town of Baselricky, has driven his wife away with his fussiness and now shares his house with his daughter Susan and her Lesbian partner Vic--who hogs the bathroom so much that Gerald must use the works washroom with its annoying push-button taps. As formidable work colleague Malika makes clear that she expects everybody to remember her birthday a rogue speed bump is spotted--whose removal could involve closing the M25. Gerald buys Malika a trendy scarf but must return it, as it still bears the security tag. Lacking a receipt, he is forced to make another visit to the shop and almost fails because of that speed bump, and then there's a mix-up in the receipts and Gerald discovers that he's given Malika a rather naughty present and she is not pleased. Then he has another washroom accident.
