Tommy Shaw is a troubled young schizophrenic. His father and sister, Charlene, were killed when he was a young boy and his mother, unable to deal with her daughter's death, dresses her son in dresses in an effort to resurrect her dead daughter. Tommy's mother becomes ill and dies when Tommy is an adult, and to cope with the anger of his mother dying a natural death rather than he being able to kill her, his deceased sister "takes over" his body and begins to murder elderly women by strangulation with a chain. He keeps a secret apartment that his live-in girlfriend does not know about, where he keeps dresses and wigs to prowl the streets at night to find his victims under the disguise of Charlene. To "show" his deceased mother that he has killed "her" again, he collects their credit cards and leaves them on a display for his dead mother to "see". His girlfriend, Evie, becomes weary of where he is spending his nights and weekends when he claims he is working out at the gym or hiking. So he decides to take her on the weekend hike, to "show" her what he has been doing evenings when he was away, It is up to Pepper and the team to stop the strangler.

While Pepper and Crowley wonder about the visiting cop's stability, they get word that a terrorist is planting bombs. This becomes an issue when they take the crooks to the airport and the crooks escape. Pepper and Crowley learn that one of the bombs is in the airport and might take out innocent people, so they have three people to catch. The visiting officer knows it too, and for undisclosed reasons he seems hell-bent reckless on taking down the bad guys if it's the last thing he does.
