While conducting surveillance, they discover a man who went to see them is a friend of Crockett's. When Crockett and Tubbs goes to see him, he claims that they loaned him money to help with his business. While Crockett believes him, Tubbs thinks he's holding something back. Tubbs later does a background check on him and discovers something that Crockett didn't know which upsets him.

The man recruits his followers and he sets out to get the ones who betrayed him especially his right hand who took over his business and his girlfriend. Tubbs decides to go undercover at one of his gatherings and they give him something that could a psychedelic.

It turns out the rapist is none other than Roberto 'Nico' Arroyo, the spoiled and cocky son of a wealthy Bolivian general in exile turned respectable banker. Odette used to work for them as a cleaning woman until she heard that their previous maid was raped by Nico. Gina wants the man prosecuted at all costs but the evidence turn out to be circumstantial and Nico's father buys Odette's silence from her mother, who still lives in poverty in Haiti with her two younger daughters. Gina desperately tries to convince Odette not to accept the bribe but the girl feels she has no choice but to sacrifice herself for her poor family. Unfortunately, Odette's decision leads to tragedy. Meanwhile, in a small subplot, Izzy steals Switek and Zito's bug van after a bust goes wrong and they must now track him down before their van ends up in a chop shop.

It's a slow night at work, so everyone is making other plans. Zito is taking Switek to a theater to see the rerun of Zito's favorite cartoon One Hundred and One Dalmatians (1961), again. Gina and Trudy are about to close a case, Tubbs is making plans with a girl and only Crockett has no plans, so he calls up his on-again, off-again stewardess girlfriend Sarah. He picks her up at the airport and takes her home but she's too tired to hang out with him and decides to call it a night. However, just moments after they've said their goodbyes, Sonny hears her screams and runs back to her apartment only to find her violently convulsing on the bathroom floor. He takes her to a hospital but it's too late. To Sonny's absolute surprise, it turns out that she had started working on the side as a drug mule to afford a new pricey car but one of the balloons of pure cocaine in her stomach leaked which killed her. Crockett is disgusted beyond words when he discovers that the person who put her up to this was her own brother Timmy, an incompetent wannabe gangster. Timmy cracks immediately and admits that his sister was muling a special priceless sample of pure cocaine for Charlie Glide, an unscrupulous, sleazy, double-dealing but also very slick, calculated, street smart, careful and influential local businessman and investor who made his money off dope-dealing yet the police never managed to find anything on him that would stick. It turns out that he was only the middleman in a huge drug deal organized through his wormy assistant Max Rogo, where an heiress called Lydia Sugarman would get a top-notch coke from a psychotic, radical, right wing, Peruvian ex-paramilitary commander turned major drug supplier named Zabado. Under their aliases, Crockett and Tubbs approach Glide with whom Sonny had already worked before pretending to be major drug dealer Sonny Burnett but this time Glide realizes that they're undercover cops and sets a deadly trap for them.

Set around the Miami Grand Prix, the episode starts out with a young 17 year old hooker called "Florence Italy", being picked up by one of the racers in the Grand Prix, he then races around Miami attracting the attention of Crockett and Tubbs, a chase ensues where the Porsche 906 Carrera eventually escapes Crockett and Tubbs because the young hooker had been thrown out of the passenger seat at speed and killed. The Vice cops follow up on the car and find it belongs to a Danny Tepper, Crockett and Tubbs track down Danny and question him, they feel he is telling the truth when he says that he didn't do it and hasn't been near his car for days. Castillo sends Crockett and Tubbs undercover as potential sponsors in the race to find out who did murder Florence, after sweeps around they begin to suspect Danny's father Frank, while sweeping the street that Florence got into the car, Rico comes across a diner that has a security CCTV system, Tubbs gets the tapes from the night Florence was last seen alive and it is seen on there, that Frank was the one driving the car and then go to arrest him. After winning the Grand Prix, Frank pulls in his car to see that several police officers are moving in on him, so he drives off and makes another chase, but after several twists and turns, his luck runs out and he crashes the car into a wall.

Deadly rogue agent turned international criminal Sirat Bandi has arrived in Miami to steal a drug shipment. A woman called Cindy who's taken her injured brother David for a walk accidentally shoots Bandi with her camera as he's killing a delivery driver. She's put under police protection as an eyewitness. Crockett and Tubbs are assigned to protect her. Unfortunately, Bandi is also a proficient sniper and has no intention of leaving loose ends alive. Meanwhile, one of the heads of French Intelligence, Francois Zolan, sends Interpol agent Danielle Hier to assist Sonny and Tubbs. Sonny falls for her but quickly realizes that there's something fishy both about her and the case itself.
