Elliot Stabler picks up his daughter Maureen from the beach. Having noticed that she was talking to a handsome boy, he repeatedly asks her whether the boy is her new boyfriend. On the drive back home, Elliot notices uniformed cops trying to put out a fire and stops to help them. Maureen gets a close look at the burning body of a murder victim, later identified as missile expert Andrew Croft. Maureen continues to have nightmares about the body over the following days, and she soon suffers from insomnia. The detectives of the SVU find out that Croft was working for the secretive weapons manufacturing company Radio Velocity, and that he had personally designed guiding systems for weapons used during the Gulf War in 1991. He had assumed the identity of Croft at that time, but his true identity and past is a matter of secrecy. John Munch uses his contacts in the spook community to learn that Croft was the same person as the convicted child molester named George Kazinsky, who had abused 11 different boys across the United States and Canada. He had been offered immunity in exchange for his work for national security. Croft was living with a legal ward for nearly a decade, an orphaned Belgian boy called Michael Goren. Goren confesses to the murder of Croft, and a number of his friends tell the police that Croft was physically abusing Goren. The police suspect that Croft was sexually abusing his ward, but they can't find anyone willing to testify on the matter. Meanwhile, the new A.D.A. Alexandra Cabot tries to get the confidence of the SVU team by demonstrating her ruthlessness in investigating Croft's contacts within Radio Velocity. Monique Jeffries is punished for her supposedly promiscuous behavior in recent months (after surviving a potentially lethal incident at work), and she is introduced to her replacement Fin Tutuola.
