In 1901, former lawman Hec Ramsey decides to take a job working in the newly-formed Oklahoma police department. When he arrives, the Chief of Police wonders what Hec can contribute, but the stagecoach Hec arrived in was robbed, and a couple were killed with all signs leading police to believe it was a murder-suicide. That's when Hec reveals he's been studying on new methods of solving crimes, like fingerprinting and ballistics. He uses these methods to disprove the couple's murder-suicide and to apprehend the stagecoach robbers.

The scheduled execution of a popular outlaw by the novel means of a newfangled electric chair draws in the curious from miles around. Among them, a killer who'll slay one innocent person each day until the outlaw is set free. Extradition would solve multiple problems, but members of the Town Council are making too much money from the "circus" atmosphere. Though held in suspicion by old ties to the outlaw, Hec is given free rein to stop the killings.

Madden, skips town after forging a $4000 check and beating a prostitute (without paying her), Hec pursues him to New Mexico, where he meets Miss Savannah, formerly Rose Ryan, whom he loved and left years ago, and Henry T. Madden, an aging arthritic man who controls the town. Left without options, Hec becomes Savannah's defense attorney after her arrest for Brock's murder, but in a town owned by the victim's father, justice seems impossible, forcing the lawman to engineer a jailbreak to save an innocent life.

In the course of stopping a rapist, Hec receives temporary suspension for using "excessive" force, so he quits and moves to Enid, Oklahoma, where he waits to be made husband and step-father to Nora and Andy Muldoon. The Muldoons are killed in a stagecoach robbery. Neither Hec nor his friend, Deputy Marshal Charlie Hollister, can be called objective when Hec's prime suspect is the marshal's artistically gifted but abnormally remorseless, pathologically lying son. Gut feelings, however, come easier than proof.
