During Christmas, a local power station worker is burgled. Shortly afterward, he falls to his death in a mysterious accident. Then a young police detective, Tim Fox, is murdered. Frost wonders if Fox's death is really related to the large investigation he was working on to uncover a car theft gang.

Having met his old girlfriend Shirley at the hospital and arranged for them to have lunch, Jack Frost's day gets off to a bad start when he happens to be in a bank when someone decides to rob it. The investigation of DC Tim Fox's murder continues and Frost has arrested DI Mark Newcombe, who was having an affair with Fox's wife, Helen. He claims that she killed her husband accidentally in an argument and he just helped her cover it up. Frost is starting to have second thoughts about the case. Elsewhere, the case of the cat killer takes on a new twist when an animal owner not only has her dog shot but someone then cuts the breaks on her car resulting in a major accident. She worked at the local power plant where a worker recently fell to his death and Frost begins to wonder if there might be a connection. He's put PC Susan Kavanagh, a computer expert, in charge of finding any patterns to the animal killings and realizes, he hopes not too late, that he may have put her in grave danger.
