2013 Emmy nominations: Snubs and surprises

"It's where things have been going," an amused Spacey said of the online series.

Spacey attributes part of the show's success to Netflix's model of releasing all 13 episodes at once (as it's also done with Arrested Development and Orange Is the New Black), so that viewers can watch it at their own pace.

"They are in control. They can watch it how they want to watch it," Spacey told Colbert. "If they want to binge on all 13, they can. They want to watch two, they can. They want to watch none, like you, they don't have to."

Added Spacey: "It's obviously a fictional show, because it's also a Congress that gets s--- done."
