Martial-arts queen Cynthia Rothrock has such an appealing, no-frills presence that audience will follow her through the most preposterously far-fetched adventures. US federal agent Julie Cosgrove (Rothrock) is inconsolable when her fiance dies during an operation in Cartagena, Colombia; he had just agreed to retire from the espionage business and she was looking forward to a normal life together. Julie's grief takes a backseat to anger after she realizes that her superior, Agent Dawson (Stephen Macht), ordered the fatal ambush to camouflage his highly unpatriotic business abroad. Dawson is fully prepared to kill her too, but Julie hasn't forgotten her remedial spy techniques and takes it on the lam. Befriended by Annie Madden (Petra Wright), a Florida bar owner in Florida, Julie can't believe it when she gets the sad news that her benefactress has drowned. Annie's brother, Rick Mitchell (Seamus Dever), insists the drowning is a cover story for Annie's fatal beating at the hands of gangster Michael Peyton (Jeff Wincott). The fugitive Julie is only safe as long as she keeps her head low, and thinks twice before involving herself in exposing a criminal cover-up. But she can't help snooping after a crooked local cop, Detective Froman (Dan Lauria), suggests that she bug off. In the course of investigating Peyton, she uncovers evidence that he's linked helping import a potent street drug. It's tough for Julie to play detective, given that her enemies include Agent Dawson, Peyton and Peyton's Japanese partner, and she has to kick some major butt in order to keep a promise to Rick. Can one tough gal put so many bad guys out of business? A well-constructed star vehicle, this vigorous action flick exploits Rothrock's athletic prowess without taxing her acting skill. Her unique niche as a female action icon remains secure in this fast-paced, escapist trifle.
