Louis des Bonbons de Douleur de Vente made his fortune selling candy, but his factory is closed down for lack of income now everyone now prefers the old-fashioned kinds. So the candy baron tries to here granny Fonkel, but she refuses, so he decides to have her kidnapped by his birdbrain dogsbody Rufus and pretends she left on holiday as she thinks everybody forget about her candy-shop's 50th anniversary, for which a surprise party is prepared. The commissioner is lured with carrot candy as he's on a diet to host pageant Miss Carrot. It all gets complicated as the baron accidentally is first exposed to grandpa's love serum, then gets hold of it and discovers it can turn people into devoted slaves.
