Why is Marcus Clay (Olivier Gruner) so eager to supplant his colleague Jack Thorn (Bo Svenson) at the CIA? More intriguingly, why are Thorn's retired agent cronies turning up dead? Answer: Because Clay's a rogue criminal mastermind. Not only does Clay accuse Thorn of the theft of a neutron bomb that Clay's own crew nabbed, he also frames Thorn for the murders of the former agents. Fortunately, Thorn has a mole, Kelly Jones (Amy Weber), who uncovers Clay's evil agenda: to launch the mega-bomb at an international economic conference, manipulate stocks in the chaotic aftermath, and subsequently control the world economy! After capturing Clay's assassin, fall guy Thorn calls upon his remaining buddies to stop Clay before it's too late. Although martial arts star Olivier Gruner can kick butt with the best of them, he lacks the histrionic resources to suggest the diabolical; let's face it, limited actors like Gruner and Jean-Claude Van Damme can barely play heroes, let alone arch-villains. This pro-geriatric sequel gets a kick out of watching old geezers outwit young jackasses; it's too bad the pivotal neutron bomb plot lacks suspense and the mandatory action set-pieces seem stale. The film's only clever touch is its twist about hiding explosives in lawn gnomes. Otherwise, it settles for a compendium of macho cliches and pompous bravado.
