Captain Robert Cooper, a tough and tenacious military prosecutor, is responsible for the prosecution of one-hundred alleged Japanese war criminals. It seems that he has made these trials a personal vendetta which complicates matters during one trial, where the life of one anguished Japanese officer is sacrifced to imprison another of greater evil.
