In 1939, idealistic Manchester blue collar pacifist Douglas Bennett retrieves from police jail his spirited son Tom, daughter Lois and her upper class fiance, brilliant Harry Chase, who becomes a translator Polish and German and the British embassy in Warshaw. As UK PM Chamberlain ignores warnings against Hitler's aggression from correspondents like American broadcaster Nancy Campbell, she witnesses at the Polish-German border and barely escapes arrest during the German invasion of Poland. In Danzig, Polish troops naively try to make a stand, but are slaughtered except the commander's son and his mentor, who even manage bribe a German to look away a moment. Harry Chase realizes he can only save his local lover Kasia Tomaszeski from arrest by marriage, but when their train leaves she tricks him to take along her kid brother Jan instead, puzzling his mother. In Paris, Nancy's gay surgeon cousin Webster O'Connor refuses to flee and starts a affair with patient French-African saxophonist Albert Fallou from his favorite jazz club.

Harry flees with his unit's survivors along with Belgian refugees, insisting to 'adopt' abandoned girl Claudette, and to his sergeant and men's greater horror to take charge of a busload of wounded and/or shell-shocked French troops, including Senegalese. It's a long journey to the overcrowded French North Sea beach at Dunkirk, where allied men cue up but even a Polish hero is haughtily denied access to the all to rare rowing boats manned by Royal Navy sailors preferring British compatriots. Tom Bennett did so, only to be badly wounded during a bombardment and abandoned into the field hospital run by Webster O'Connor. Douglas is worried sick about Tom, whom he 'sent to die', but lady Robina Chase gives due priority to hope and lonely Jan, for whom Douglas is the only playmate. In Manchester, Lois and Connie are performing with ENSA at a northern airbase. They meet Wing Commander Vernon Hunter who is immediately charmed by Lois's candor and humor and promises to write to her. In Berlin the Rosslers are growing ever more fearful for Hilda, so Uwe joined the Nazi party. The only person Mr Rossler can turn to for help is Nancy after a fatal confrontation with his party extremist employee.

June 1940, Paris fell to the Germans without a fight. Webster and his hospital staff must deceive the new masters to save allied men, including Douglas's barely recovering son Tom. Luckily the Nazi officer in charge is a gentleman and seems to have a crush on him, but obviously-black Albert must flee for his life. In Berlin, Nancy is the last hope of the Rosslers to evacuate them after being both arrested for neglecting their patriotic duties. Back in Manchester, Harry gets a lukewarm welcome back home with another foreign companion, Senegalese rifleman Demba, whom he rescued all the way to Dunkirk, while his mother now focuses on lonely Jan, and considers an offer to join the new secret service Special Operations Executive, which needs brave polyglots. In Warsaw, Resistance killers Kasia and Tomasz take ever-greater risks in siren-luring Germans, the net closes in on them.
