Whilst Wallander is attending a conference in South Africa Swedish national Inga Hedeman, an outreach worker, goes missing and local police chief Van Heerden, under pressure from Inga's husband Axel, asks Wallander to investigate, partnered by widowed sergeant Grace Mthembu. Journeying alone to a township to see Victor Mabasha, a former client of the Hedemans, Wallander dodges an assassin's bullet though Grace suspects Axel paid Victor to kill his wife. However Victor is killed before he can Wallander further information. Political candidate Bernie Mewiya, an opponent of European investment in the country, steps into the frame but, having discovered Inga's fate, Wallander deduces that the solution to the case leads him to corruption in very high places.
