Sara Collins, second wife of the Junior Senator from Georgia, disappears at a gala reception honoring her work in children's education. The continuing efforts to find what has happened to her, which slowly reveal details of Sara's checkered past, are told from the points of view of the Senator, his children, an ambitious TV reporter and her cameraman/lover, and the FBI agents assigned to the case. The Agent In Charge, Graham Kelton, is himself haunted by a previous case that ended badly.

Against Agent Graham Kelton's advice, Senator Jeffrey Collins goes on TV to post a reward. Fisherman Peter 'Cap' Manning finally calls to tell the hot line he believes to recognize Sara Collins as his 12 years ago partner Nicky Johnson, but that info drowns in masses. A hair in her hotel-room proves the senator's son Max visited his till six months ago completely estranged mother, Jeffrey's first wife Jessica Nevins, who may be manipulating the kid. Marcy still only contacts Max; a threatening man who asks how well she knows her boyfriend Ben Wilson brings a bloody sweater, she asks Kelton to check for Sara's blood- no type match. The FBI checks all surveillance cameras in Atlanta to track presumed kidnapper Mark Valera's route; Kelton sees a possible car switch or drop inside a tunnel, which proves a complex structure to search but has an obvious fingerprint in Sara's blood; the booby trap in the place she was held in explodes, Kelton is trapped but gets out by exit 929, the number on the Nathan prayer card. Ex-mayor Curtis McNeal's wife Amanda's autopsy shows she lived two months after her disappearance; Curtis tells Kelton to ask the senator how 'they' control him, then says it's all his fault and commits suicide on the spot; Jeffrey still won't tell Kelson his secret.

Tired of being ignored by the FBI hot-line, Peter Manning jumps the fishing ship and offers TV journalist Judy Nash exclusive proof of Sara Collins's former identity Nicky Johnson. A blue-tooth in the Quarry tunnel is identified with Marcy's boyfriend Ben Wilson's cellphone number. At a meeting, Ben assures Marcy he was just paid to deliver the money, unrelated to the Collins family, but it went wrong and he wants it back; she explains the sweatshirt-bringer took it from her car, which is later found abandoned in the some wood, she phones only Max and stays with Ben. Amanda's corps is ruined by a cooling failure before the cause of death is established, Kelson believes it's no accident. Jessica Nevins is apprehended after a traced visit from Max; questioning brings Kelson nothing, her secret is she knew about Sara's pre-Jeffrey daughter. The senator gets, on a cell phone locked in his desk for a week, a $5,000,000 ransom demand by noon, no FBI, and considers it, but the FBI sees on surveillance his chief of staff J.T. Morse receiving a suspicious briefcase on a parking lot from Annabeth Townsend, personal secretary of real estate tycoon Lance Dunbar, a major campaign contributor, who just withdrew $5,000,000 from accounts- the senator shows the money and the ransom message, impossible to trace. When the colt used to kill Mark Valera is found in Ben's guitar-case, Kelson has him publicly declared wanted; he hides with Marcy at detox-girl-friend Quinn's; Marcy's betrayal gets him arrested, then the money is found, planted in his car. The next ransom instructions, by fax, barely leave time to wire the senator, Kelson thinks the exchange site too convenient and indeed the instructions prove a surprising show...

Ben Wilson is questioned hard by FBI Agent Graham Kelton, but maintains even to his court-appointed lawyer Brent Sullivan to be innocent of the killing. Alas Marcy Collins (there are various flash-backs about them becoming an item) testified against him, but tells her dad Ben was set up and is the father of her baby; Ben refuses to see her again; Quinn's number is disconnected. Jessica tells her ex, the senator, that the kids now need both of them. TV recordings learn Kelton there must have been a video in the elevator, the senator keeps silent about the cryptic real demand on it, which he believes to be to support the presidential nomination for Supreme Court. Kelton's young daughter got another Nathan prayer card from an unknown man in church, with an address on it, now flooded by Atlanta's Acacia City reservoir; sneaking around it, Kelton sees men, gets held at gun point, struggles, is saved from strangulation by his partner. Sonar finds a body in the water, in a flooded confederate war graveyard; it's only a statue, but for a Yankee and once again carries a Masonic symbol, which is both G and 9. Judy Nash digs into Nick Johnson's past. The reservoir probably was the project the mayor's wife's kidnapping was to force his hand about, hence she was drowned there.

Judy, who found Nicky's photos are gone from the Gloucester bar in Massachusettes too, gets the scoop of senator Collins' hospitalization, actually a ploy to buy Kelton more time to look for Sara. In the Acacia reservoir, an empty coffin is found, with Amanda's missing earring and scratch marks: she was buried alive. Ben Wilson was shipped to federal lock-up behind Kelton's back yet under his faked signature; Kelton has to shoot an unknown other prisoner to stop Ben being knifed to death, returns him to the FBI field office and tells Sullivan is a fake name, probably to find out what Ben knows, now he tells Kelton musician Quinn Teeler was the one who gave him the money. Peter Manning's car was burglarized, Judy swears she didn't take the tape and tells her copy was erased; they decide to air the story, which triggers the senator's memories. At Quinn's place a secret hatch down is found into a tunnel system, where only maintenance staff is found, but so is Quinn outside, actually a fake identity, she pretends to be running for her ex but her laptop accesses live video of Sara's cell, very hard to localize till a third radio van is prepared for triangulation; she then informs the press. Her tattoo only matches four prisoners, all dead; during transfer she steals a pen and writes a secret code on her palm to show on TV, again masonic, coded to read pull the plug- the video is cut off. The senator receives Peter Manning, refuses to believe Nicky is Sara, but is convinced by Manning knowing about a scar, yet it's publicly denied.

Seeing his wife's cell video, senator Jeffrey Collins is prepared to surrender his Supreme Court confirmation vote. Reporter Tierce Adams found a local witness that a Jane Doe buried twelve years ago was Nicky Jones, so apparently Sara Collins has no such past as Peter Manning claimed, but the witness was bought and gets murdered. Judy now looks professionally dubious, her TV station's log suggests her lover and cameraman Adam Putnam deleted Peter Manning's video, he denies and breaks up. Quinn still won't talk to Agent Graham Kelton. Kelton and Lin Mei search for the source of recent video surveillance footage of Sara found on her laptop as it also sent the signal. Judge Wallace Rainer is too high up, but Judy can have him snooped for Kelson, who will in return have the Nicky corps examined. Max is stopped hitting a telephone pole, drunk without a license, in the senator's car, dad is reluctant to send him back to Encompass rehab clinic. Jessica Nevins tells Marcy about Sara's bastard daughter twelve years ago, asking her to keep the secret. Phones bills prove Rainer phoned Marcy on a line in senator Jeffrey Collins's name till till the day of his nomination; she also called him 20 times, and admits having seen him, Sara caught them and told the senator Wallace had 'an' under-age girlfriend. Judy suggests Peter to convince Sara's parents, the Jeromes, to make his story credible again, they refuse to receive him but there is a twelve-year old girl he guesses to be his daughter. A masonic expert can't verify the upside G doubling as a 9. Hi-tech expert Zach is on to the signal's trace, in an empty field- it's re-transmitted by a mysterious black box mounted on a TV signal post- it is part of a FIMA communications network the kidnappers used as private cell phone. Kelton finds an impossible shadow change: it's doctored. A lightening sound allows to identify the transmitting black box was on Stone Mountain. The senator says on TV he'll confirm Wallace Rainer. In a mountain cabin where she was probably held, the FBI finds blood of Sara's type, in fact hers, but no body- Graham is too late.

Agent Graham Kelton informs senator Collins, before the confirmation vote, that his wife is brutally murdered, the body missing; he tells Marcy and swears to punish the Rainer-camp, against the president; Jenifer offers to hold the fort while he's in Washington. After Judy bragged back to Tiersa Adams, she's followed by the false witness's murderer to the studio archive but both escape. Promises of political career support convince Kelton's FBI Supervisor, Kyle Tyner, to hand Collins's chief of staff confidential investigation files, allowing him to warn off Jenifer, who still refuses to be paid off. His ex Ava reminds Kelton it's their daughter's first communion day. Graham goes on TV about an inexistent license plate '1N8N', hoping to contact the Nathan card sender, but is put on administrative leave, pending internal investigation in Washington. In church, Kelton finds an ear piece the Nathan informant uses to name murdered politicians in the plot, claiming Rainer's confirmation will be the beginning of the end; Kelton tells reluctant Agent Lin Mei to pull their crash 'accident' files. In Washington, Judy Nash gets frisky again with her ex, Agent Daniel Lucas, who next orders his former roommate Kelton to announce Sara's death on TV and take six months paid leave; an anonymous package leads Kelton to Transport official Joan McInerney, who reports his call as a serious threat over a black-box line. A lab technician finds an improbably low white blood cell count in Sarah- the blood was diluted, she may still be alive; Kelton breaks US Senate security to get to senator Collins before he casts the decisive vote, gets cornered, has a computer expert fake a biological threat so the building is evacuated, tells Jeffrey Sara is alive- and is shot, by the witness-killer.

While Judy Nash reports live on the shocking and fatal shooting of FBI Special Agent Graham Kelton outside the US Senate, his death at arrival in hospital is announced. Judge Wallace Rainer tells senator Jeffrey Collins his public attack is puzzling and unforgivable. Her FBI supervisor Michael Tyner suggests to Mei counseling or even taking her of the case, she refuses. Kelton's widow Ava puts his wedding ring on her finger and blames the FBI 'crap' for their alienation. The charges against Ben Wilson are reduced to fleeing the crime scene and obstruction; Marcy goes ask her grandfather, senator Eugene Collins, to clear $20,000, the bond 10% posting, from her trust fund- refused; Jessica fails too, but gets Marcy the money herself and leaves again, Max convinces her to take him with her. Newcomer Agent Daniel Lucas, who collects FBI awards, joins the investigation at headquarters' orders, proves his status's use by informal database clearance for the killer's composite and learns the Senate biological attack alert was a fake, triggered by their own ICT man, and why; he's intrigued why Collins was targeted, none of the 19 other Senate committee members. The computer matches over 30 identities to Kelton's killer's photo; Lucas sends teams to every one's address and asks the public's help on TV; Judy is livid she had to learn from a colleague her ex is now on the case. Jeffrey refuses even to answer a call from the Oval Office, to his chief of staff's despair, and boards a private jet to McCollm Field, NC; the pilot has a masonic tattoo, and makes a halfway stop: they're awaited by Kelton's killer, who shoots Sara in front of him- with a blank, as a last warning; he's drugged. Even Lucas can't get the files on the Nathan informer's five senators without name blanking for privacy reasons. A beetle in the killer's dumped jacket proves he was in coastal North Carolina within 48 hours; none of his identities resides there but Lucas has checked out if he rents a safety deposit box: bingo as Edward Morell. The house is empty, except for satellite photos of the reservoir; when a wired phone rings, Lucas gets his SWAT team out seconds before the house explodes and chases a blue car, indeed Edward- who slits his own throat fatally when cornered; his car boot contains extensive info on Sara Collins's life, too much for a 'mere' blackmail abduction in Lucas's opinion. Once bailed out, Ben is back with Marcy, even in bed.

Marcy tells Ben they're expecting a baby, he starts acting paternal. Senator Collins promises in a press conference his vote for Judge Wallace Rainer's nomination as U.S. Supreme Court justice; Marcy overhears an ominous insistence call by Wallace. Judy fails to flirt her way into a tip from Lucas. Morell's file on Sara predates Jeffrey's election by years, and minutes before his suicide he sent a long number by never before used secure satellite phone to an untraceable destination. / Morell had a uniquely designed exclusive entrance chip implanted. Sara's captors, a whole team which uses injections, feels she's finally 'ready', pretend to her Jeffrey refuses to cooperate and insist he took Jessica back in. The unique number fits a freight train arrival in Atlanta; it doesn't stop but Lucas and Mei observe cars stopping there for a box transfer, both with fake license plates; he tails and enters the abandoned warehouse they came to alone, without a search warrant; men with masonic wrist-tattoos carry the box into a lab, it contains only a page from an ancient document in Hebrew script, which is joined and scanned with several other pages. Lucas finds the card Christo made opens the door to the data-server room and starts sending copies by PDA, but is caught by an armed guard; bluffing with Mei's single shot as surrounding FBI agents' gets him to escape, but the crooks get away with the parchments and trigger the data-servers to auto-destruct. The partial copies are identified by an expert as Ezechiel 40, part of the missing chapters in the Dead Sea scrolls, the oldest Bible transcript. Theologian Aaron Hensleigh, who claimed to have seen it ten years ago, illegally excavated under Jerusalem's Temple Mount, is scheduled to be executed in five days for murdering three colleagues and his wife. Marcy, who lied to Ben she was feeling weak, visits Judge Wallace Rainer, accusing him of controlling the kidnappers and threatening to go public about their past unless he calls them off and withdraws his candidature.

An expert edits fragments from the senator's TV speech to manufacture a fake declaration. Sara talks in her cell to a fellow prisoner and gets the fake message: Jeffrey calls her disappearance the best thing that happened to his campaign; she reminisces how he proposed to her. Agent Michael Tyner arranges for Lucas and Mei an interview in Atlanta with theologian on death-row Aaron Hensleigh but he only refers to the Flood, the Tower of Babel and Sodom&Gomorrah. A surveillance camera saw the driver of a van which escaped from the warehouse shot dead; in it Lucas finds a well-hidden Roman cypher wheel, designed for a specific coded text, but in Qumran-Hebrew, like the Dead Sea scrolls. After seeing her baby ultrasound with Ben, Marcy repeats her blackmail to Wallace, who calls her bluff as the senator's career could also sink; she promises Judy spicy live talk on TV. Two fake repairmen steel the wheel from the FBI evidence room, but are both killed in a shoot-out; they had photos of Sara and Aaron's wife Deborah Hensleigh in a car model released two years after her alleged slaughtering. Sara's cell neighbor claims to be Deborah. Kidnapping Deborah only makes sense as leverage on Aaron, to decipher Ezechiel, if his execution is postponed, which can follow from the Brocket case which Wallace Rainer could decide if nominated; even this news doesn't make Aaron talk to Lucas, just beg to find and protect Deborah. Marcy has a miscarriage and demands blood tests for foul play. Rainer is finally nominated but still denies to Jeffrey to have Sara.

The Nathan card sender calls Lucas, who wonders how he got his number, claiming Sara won't be returned and wants to meet Lucas in St.Ignatius; he demands access to the wheel for the vague tip that Sara is held underground in the vast wilderness reserve. Sara gets a recording Max doesn't want her to return ever, but his own mother. In hospital, Jeffrey thanks Ben for supporting Marcy, whose doctor confirms she may have been injected too much of the hormone progesteron to cause the miscarriage; now she tells Ben the baby could be the fruit of rape by Rainer 'but is not'. Jeffrey's chief of staff JT tells him Jessica accepted $20,000 to disappear, he tells Marcy. Helicopters found seven underground heat sources; Lucas' SWAT team survives and eliminates a sniper and after springing the concrete access three guards inside, Sara escapes trough another hatch but FBI hounds track her. Jeffrey asks supreme court justice Mulrey to counter Wallace's presumed no-vote, knowing she must now abstain, probably with the same result. Lucas believes the hounds were sidetracked by deer hunters' kill, actually Sara hid with it and reaches a road block, identifying herself. The Nathan card informer admits he wants to destroy the wheel to keep the message hidden.

Sara gets into Moultrie's sheriff Shelton's car; he calls the FBI, to Lucas' delighted amazement. Fake FBI agents beat him to her, shooting the precinct men, but she got out on foot, wearing a tag they alone know about, Lucas' team finds only dead bodies. Peter Manning gets DNA-confirmation: Nicky/Sara's girl Becca is his biological daughter. A picture of the helicopter shows a partial FAA registration, which points to a few companies including Encompass, which runs Max's rehab clinic, recommended by Sara; his counselor there was Quinn Keeler, who kept in touch with the boy to learn everything about the senator and Sara; Lin Mei fears Quinn is too scared to talk. Sara cuts out her arm-implanted tracker bug, but leaves a blood trace north; her pursuers call a helicopter. Lucas offers Judy an exclusive, to be aired within the hour: a fake report that Quinn talked, so she talks for real, desperate for protection. She was an addict herself, successfully cured and turned counselor; the only patient which even the intensive, torturous solitary treatment couldn't cure was Sara, who ran away. When Quinn shows Lucas the therapy room, it's gone- no, he kicks away fake paneling; there are tapes of every treatment, including Sara's 11 years ago, with a reflection of an observer: Jeffrey's father, ex-senator Eugene Collins. When Sara's male lift asks a bit of physical contact, she pretends to agree, makes him pull over, viciously knocks him out and steals his car; she phones Jeffrey's home, but Jessica picks up, so Sara hangs in, crying; she's found by the helicopter but runs on foot again, actually hiding behind the nearest tree. Questioned by Lucas, Eugene claims Sara just had routine electroshock therapy. Christo found out about Sara's call to Jessica.

Lucas tells Senator Jeffrey Collins, who was considering relinquishing his seat, in Jessica's presence, about Sara's call and his father Eugene's possible involvement; privately Eugene tells Jeffrey he did it to protect his political career, a crazy relative may not become known to the press. Max gets his sister Marcia to tell him about Wallace raping her. Ben buys a gun. Blood on the phone booth and a car thief description get the FBI on Sara's trail; Lucas gets the car owner Gabe to talk to him and then keep silent. Peter calls Judy urgently about Becka, her boss is not interested without proved link to Sara. Sara was hiding in Warm Springs with a mother and young daughter Violet, her man Pike's arrival scares Sara to ride again- Supervisor Michael Tyner tips off the pursuers; he's in the same masonic lodge as Eugene Collins. Max tries to trace Ben via his credit card company- he's in Washington, D.C., as she fears going after Justice Rainer, indeed later kills him at his home. Sara dumped her car with an excuse on a man who is stopped by Lucas: lost trail; she bought a ticket for Orlando, Florida, where her parents live.
