Bing and Bong arrive for Bong's birthday party. Bing is trying to set-up for the party, but Bong can't sit still. Bong aggravates Bing by making a mess while Bing tries to decorate, then Bong explodes a party tooter in Bing's face. Bing keeps Bong busy by demonstrating how to make party hats. By the time Bing finishes everything is ready and Bong can open presents.
