In 2008, schoolgirl Holly Winshaw arrives in Rochdale with her parents, Jill and Jim, but after a row with Jim she moves in with precocious sisters Amber and Ruby Bowen, regularly visiting a fast-food shop owned by a Pakistani they know as Daddy. Naïve Holly soon realizes that free food comes with a price when she is raped by Daddy, but when she is arrested for vandalizing his shop the local police dismiss her allegation through insufficient evidence. Nonetheless, Sara Rowbottom, who advises on sexual-health matters, is concerned that something is wrong and the girls are being groomed by Daddy and his friends. Her evidence also falls on deaf ears until she approaches Holly's parents.
