The attack of a Swedish oil research vessel and the kidnapping of its crew lead intelligence officer, Liv, to the small village of Tasiilaq to investigate. There, she discovers rising tensions among local officials, on the brink of signing a treaty to prevent harmful oil drilling in the Arctic. Phone and internet connections to the town have been cut, and witnesses are being killed, all it seems, to prevent the treaty from being signed.

The Arctic Council countries assemble for a conference in Greenland to sign a treaty on fighting climate change by less fossil fuel exploration. Swedish minister Elsa Engström, a scientist, champions the idea, but Russian envoy Bojan Ilyich Lisov refuses to sign unless it's limited to future finds. Elsa turned down an invitation to join the ship sent by main corporate sponsor Ville Berger, sending not even her chief of staff Liam Skjöld but expert adviser Viktor Baker. His pregnant wife witnesses on Skype how the ship is raided by masked men, kidnapping or killing all crew and passengers. The Danish hosts lack police and other resources to deal with everything, but can't accept Swedish help without abdicating jurisdiction and risking meddling from third parties. Native dancers are dragged away after suddenly protesting against their lack of actual autonomy.
