Ex-soldier Jonathan Pine, the night manager at the Nefertiti hotel in Cairo, is approached by Sophie Alekan, a guest who is the kept woman of businessman Freddie Hamid. Sophie asks him to copy some documents for her, that reveal Hamid as an arms trader; Jonathan, concerned, takes them to the British embassy; they're sent on to Angela Burr, who heads the International Enforcement Agency in London. Jonathan fails to save Sophie from being murdered, and four years later he's working at a Swiss hotel when Richard Roper and his entourage suddenly arrive. Angela summons Jonathan to her office, telling him that Roper is an international arms dealer who was surely involved in Sophie's death and asks him to go undercover to help her to trap him.

To avenge Sophie Alekan, Angela Burr sends Jonathan out to Devon to present himself as vicious drug dealer Tom Quince, a successful ruse helped by money from American agent Joel Steadman. Six months later he is working on the island of Mallorca where Roper and Jed are living with his little boy Daniel. While the trio are at a restaurant with Roper's friends Lance Corkoran and Lord and Lady Langbourne, Albanian thugs break in and kidnap Daniel for ransom, but are thwarted by Jonathan. Unaware that the whole exercise was staged, a grateful Roper welcomes Jonathan into his circle despite Corkoran's suspicions. In London, Burr and Steadman congratulate themselves that MI6 are unaware of their plan.

Jonathan is now accepted into his entourage by Roper, who gives him a new identity as Andrew Birch, though waspish Corkoran makes it clear he mistrusts him. Using his friendship with Daniel and hearing a startling revelation from disillusioned Lady Langbourne, Jonathan is able to communicate information to Angela Burr, who also seeks the help of Juan Apostol, an associate of Roper whose daughter recently committed suicide. In London the permanent secretary at the Foreign and Commonwealth Office and minister Geoffrey Dromgoole are skeptical of Angela's operation and unaware that one of their number is betraying facts to Roper. While sleuthing in Roper's house on Mallorca, Jonathan also discovers Jed's secret.

Roper makes Jonathan his frontman for a bogus tractor company and accompanies him to Istanbul for an arms deal, though not before Jed has shared a confidence--and secret sex--with Jonathan, increasing Corkoran's jealousy and mistrust. Angela obtains a list of Roper's contacts from Juan Apostol, which she gives jaded MI6 officer Harry Palfrey, in exchange for news of his superior Dromgoole's corruption. However Dromgoole also sees them, endangering Angela's operation. Apostol is murdered and Angela orders Jonathan to give up his mission and return home but he refuses, believing that he is close to exposing Roper.

Realizing that Angela Burr has seen the list of contacts, Roper is suspicious of betrayal, but after Jonathan has confessed his true identity and purpose to Jed, promising to help her escape with him, she pretends that she accidentally left the list lying around, pointing the finger at Corkoran, who will soon be in no position to deny it. In London, Angela finds herself blocked by the Permanent Secretary's department and is told by Dromgoole that America needs the weapons sold by Roper. She receives intelligence from Jonathan which she hopes will allow her to catch Roper red-handed, but he is one step ahead of her.

Angela's failure to catch Roper red-handed leads to the closure of her department, but a call from Jonathan sends her and Joel to Cairo, where Roper is hoping to close a deal with Freddie Hamid, boyfriend of the late Sophie. Thanks to Jed, Angela is able to secure documents incriminating Roper, and Jonathan gets closer to avenging Sophie, but Roper is now suspicious of both Jed and Jonathan, making demands on them both, and if Jonathan is to bring him down, save Jed, and exonerate Angela, he must use what he has to complete his task.
