Tom Chandler has been promoted to the Pentagon as Chief of Naval O perations, leaving the ship command to promoted XO Mike Slattery, on a mission to distribute medicine in Vietnam. The president delegates Chandler to a conference on the crisis, apparently a worse virus mutation, in Asia, where new Chinese president Peng Wu is suspected to abuse the hemorrhagic virus to eliminate all political competition and even neighbor peoples, as by sabotaging the cure for rival Japan. Chandler recruits Wolf for security and Sasha Cooper as medical expert.

Chinese president Peng fakes a plane crash wile his secret service MSS hunts down Cgandler's party, which can only escape with the rickety army helicopter Sasha's gang used for smuggling. Whike Slattery's delegation can only speculate who kidnapped them from the Vietnamese goodwill party, caged then aboard in underwear and drags away weakened man, actually to drain their blood, Green torments an abandoned wounded cahoot to find out it's not military, rather Japanese pirates.

Chandler resumes ship command, 'suspending' his Pentagon duties. and leads the search for Slattery's party, which a coin trail leads to Chinese coast 'pirates' harbor' Shanzhai. Pressuring thugs brings points to the legendary Japanese 'ghost' pirate Takehaya, but the MSS tracked them down, leading to a three way gun fight. Crew reassignments cause tensions. It's Slattery's turn to have his blood drained, as turns out as dope or cure for the Japanse-lead Asian mix pirates, brave men endure a painfully punished doomed escape attempt as scouting of the island. Michener's St. Louis government and spokesperson, Green's wife, keep pretending Slattery is progressing in negotiations with Peng, but a reporter already got wind a conflict with China is imminent even before the pirates start broadcasting proof.

Devil May Care

Takehaya airs a video of his prisoners and tells Michener his demands and gives him 36 hours to comply or he will kill one of his prisoners. When Chandler learns of this he sets out to find them. But he first needs fuel and the only place where he can get is blockaded by Chinese vessels. So he goes to see President Peng to "ask him" to let them refuel and to get some answers about what is going on. Slattery looks at his surroundings and tries to find a way out.

Pirate captain Takehaya must restrain lieutenant Toshiro's sadistic but 'blood-wasteful' pleasure in punishing the escapee duo by bare-back suspended caning and more for 'back-talker' Miller. Chandler's blackmail at Ping's HQ procured them access to fuel and Slattery cleverly smuggled approximate coordinates into the pirates' broadcast, pointing to the Chinese-claimed Paracel Islands, but it's a vast area and the piratical ultimatum may run out. They find themselves surrounded by a novel type of minefield, consisting chained trios of different mine types, including a home made one with a motor and sensors, which closes in on the James. Wolf and Greene devise a complex decoy sweep plan, but the pirates also prepared a single torpedo to launch at the ship. Meanwhile the press leaks enough to arouse the regional leaders' mistrust against president Michener, demanding domestic concessions.

Dog Day

President Michener's position gets ever more precarious, but he decides to support Chandler and hope for success. Locating the pirates' Paracel Island progresses slowly, but succeeds. Chandler, Wolf and Greene lead the rescue party, but are initially fooled by Takehaya's preparations, notably tunnels, while Slattery's team takes more risks to sabotage the piratical evacuation.

After rescuing all of the prisoners, and taking Takehaya and his wife, they try to gain his trust. But when Chinese vessels are detected, no doubt sent by Pang, they try to evade them. Barnes goes to see someone who knows something about Michener which he airs and it has a profound effect on him.

Following Michener's suicide, the Vice President is sworn in and contacts Chandler to tell him to keep on doing what he is doing. The President meets with his people who wants him to make some changes which are extreme and Kara speaks out about it which puts her in the doghouse. Rios finds Scott's notes and begins to analyze the virus in Takehaya and his wife. Chandler seeks out the smuggler who might know what Peng is doing. But when they go to where he is, the place is In flames. They deduce Peng is trying to make sure he doesn't talk. So they ask Takehaya what he knows about him and he says that he might leave some info with his family, so he tells them where they are so they go there. Rios discovers something about the virus.

After the Chinese fleet sunk a US destroyer, Chandler must blow up the third after rescuing the survivors and useful content. Its demoralized captain Joseph Meylan just wants to return home, Chandler to complete the mission regardless of losses. He jumps at the chance when the White House suddenly orders Chandler arrested for 'invading a foreign power' and more absurd charges within Michener's orders. Greene's wife is finding out the heard way, but can only tell the ever-suspicious renegade reporter Jacob Barnes, that the new president Oliver is a puppet of the remaining regional leaders after two others were killed for opposing a coup plan in full covert execution, with the press secretary as mole. While Chandler insists on a court martial he can't win, Slattery and others prepare skillfully to overpower the 'Washington loyal' crewmen.

Legacy

Chandler goes after Peng whom he learns is in Japan to eradicate all remnants of the Japanese culture. They learn that Peng has two destroyers with him so they need to proceed carefully. Kara seeks out an old friend whom she tells about Shaw and her plans. So they go to St. Louis to do what they can.

Kara, Tex and the President are trying to make their way to the coast to hopefully meet the Nathan James. And along the way they discover what Shaw and her associates are doing to the country. The Nathan James gets orders to proceed to San Diego, but Chandler senses something is going on. So they take precautions.
